V <br /> LJ <br /> Woodward-Clyde <br /> V <br /> Inspection of the tank at the time of removal and laboratory analysis of soil samples collected <br /> from beneath the previous location of the tank indicated that soil impacted with petroleum <br /> L hydrocarbons was present. Detectable levels of total petroleum hydrocarbons (as diesel-fuel) <br /> at 9,000 ppm were found at a depth of 11.4 feet beneath the bottom of the UST (17.9 feet <br /> ,- below ground surface). A summary of the soil samples collected at the time of removal is <br /> found in Tables A-1 and A-2 located in Appendix A. The amount of diesel fuel which <br /> leaked from the tank is unknown. There are no records of tank repair activities. <br /> L <br /> The presence of contaminants at KJAX exceed the allowable limits set forth in the State of <br /> California Tri-Regional Board Staff Recommendations and the Leaking Underground Fuel <br /> Tank Guidelines which apply to the KJAX site. In a letter to FEMA dated December 27, <br /> 1993, Ms. Donna Heran, SJCPHS, indicated that the UST cannot be recommended for final <br /> closure without further investigation to determine the full extent of the soil contamination. <br /> �- A copy of this letter is included in Appendix A. <br /> ,- Approximately 960 gallons of a water/fuel mixture was removed from the UST and disposed <br /> of prior to UST removal. Approximately 15 cubic yards of diesel contaminated soil was <br /> ` removed and disposed of following UST removal operations. Approximately 40 gallons of <br /> rinsate was removed and disposed of during removal operations. Copies of the Hazardous <br /> Waste Manifest are included in Appendix A. <br /> L <br /> 1.2 ENVIRONMENTAL SETTING <br /> Soil at the site consists of brown clayey silt to silty clay. No stratification was observed <br /> �- during removal. Prior to removal, the former UST was buried with the top of the tank <br /> approximately 2 feet below ground surface. <br /> Nearby surface water features include the Stockton Diverting Canal which crosses Fremont <br /> Road approximately 1/4-mile southwest of the facility. The Mormon Slough crosses Hwy. <br /> 99 approximately 1 mile south of the facility. Depth to groundwater in the vicinity of KJAX <br /> is approximately 80 feet as reported by San Joaquin County.
