In conjunction with our on-site investigation, ARCO has requested
that EMCON perform an off-site environmental investigation at nearby properties.
This letter is to request authorization for EMCON and its subcontractors to drill three
borings and install three monitoring wells on your property at 1704 Hammer Lane,
Stockton , California (Parcel No . 077-280-29 of the San Joaquin County Assessors Map).
The parcel is west and south of ARCO Service Station No. 548. The proposed
environmental investigation for your property will provide data on the condition of soil and
groundwater south of the ARCO station and will assist EMCON in complying with San
Joaquin County Public Health Services (SCJPHS) requirements that hydrocarbons in soil
and groundwater be delineated.
EMCON has enclosed ARCO's Access Agreement and two figures. Figure I is an area site
map showing features near ARCO Service Station No . 548 . Proposed well locations are
also shown on Figure 1 . Figure 2 is a well details sample sheet showing the construction of
a typical monitoring well installed by EMCON for projects throughout California.
The monitoring wells will be drilled using a truck-mounted drill rig with 8- to
10-inch-diameter augers. A 2-inch-diameter polyvinyl chloride casing will be installed in the
boring. For safety and security reasons, the top of the casing will be fitted with a locking
cap and an aluminum cover with specially designed fasteners. The aluminum cover will be
set approximately 1/4 inch above surrounding grade. Each boring will take approximately
3 hours to drill, and the monitoring wells ' construction will take approximately 3 hours.
EMCON anticipates the work will be completed in approximately 2 days. Two
subcontractor personnel will operate the drill rig, and a geologist from EMCON will be
s
ACNN :\PIO.D80SD8051400.3CS 9
5\pu:2
