Mr. Nuel HendersonS E C O R
December 18, 2006 N001
Page 2
pending execution of an access agreement. SECOR will renew talks with the property
owner regarding an access agreement to install these wells.
SECOR will prepare and submit a SCM for ARCO 5469. The SCM will evaluate the
commingling of the dissolved contaminant plumes from the three sites. An evaluation of the
ozone system at the site and a sensitive receptor survey will also be included in the SCM.
We propose a due date for the SCM of March 15, 2007.
ARCO 6100—25775 South Patterson Pass Road, Tracy
SJCEHD requested an evaluation of the free product at the site and a recommendation for
future remedial action. It was agreed that there is little shallow groundwater at the site and
that the SVE system onsite continues to remove large amounts of hydrocarbon mass from
the subsurface. Following an evaluation of the recent SCM submitted by Stratus it was
determined that the offsite free product may be removed by SVE. SECOR will prepare and
submit a work plan for evaluating the current SVE system radius of influence. This
information will be used to design an offsite remedial system. Completion of work on the
offsite property is dependent upon execution of a modified access agreement with the
property owner. It was agreed that this work plan will be submitted in lieu of the requested
fate and transport evaluation of the LNAPL plume.
Again, Atlantic Richfield Company and SECOR appreciate the cooperative approach
facilitated by the SJCEHD and share the SJCEHD's objectives to identify and mitigate the
remaining hydrocarbon source of groundwater impacts at these sites. If you have any
questions or concerns, please call SECOR at (916) 861-0400 regarding this issue.
Sincerely,
SECOR International Incorporated
Kristi Shelton
Associate Engineer
V
Rusty Benkosky, E.
Principal Engine r
cc: Mr. Don Pratt, Atlantic Richfield Company (Upload to Enfos)
Ms. Lori Duncan, SJCHED
Ms. Margaret Lagorio, SJCEHD
12-7-06 SJCEHD Meeting Notes.doc
