1k w I <br /> y <br /> GE'T TL ER RYA N INC. . <br /> • i <br />+�V EXECUTIVE SUMMARY <br /> Underground Storage Tank Removal and Potential Excavation of } <br />{ Petroleum Hydrocarbon-Impacted Soil <br /> Tosco 76 Branded Facility No. 11193 i <br /> 3202 West Hammer Lane <br /> Stockton, California <br /> Beginning in December 1998, Tosco Marketing Company (Tosco) will remove three underground storage <br /> tanks (USTs), the associated product piping and dispensers from the subject site and replace them with <br /> upgraded equipment. This work is being performed by Paradiso Mechanical, Inc. (Paradiso) to upgrade x <br /> the UST system to conform with the 1998 EPA UST standards. This work will be conducted under permit <br /> and supervision of the San Joaquin County Public Health Services, Environmental Health Division <br /> (SJCPHS-EHD). Gettler-Ryan Inc. (GR) will collect soil and groundwater samples during this work to r <br /> determine the degree and extent of petroleum hydrocarbon-impacted soil and groundwater at the site. <br /> i <br /> 5 <br /> The gasoline retail operations at the site will be closed and the site will be fenced during the UST <br /> replacement project. After removal of the USTs, product piping and dispensers, additional excavation may <br /> be conducted where petroleum-impacted soil (i.e. soil containing varying Ievels of gasoline and/or diesel <br /> fuel) is identified and can easily be removed. This impacted soil is removed to minimize the potential <br /> impact of the hydrocarbons on the subsurface environment in the vicinity of the,site. During removal of <br /> the USTs and additional excavation, the excavated soil will be loaded directly into the trucks of an <br /> appropriately licensed transporter and hauled to an approved disposal facility for temporary storage. Soil r <br /> samples will be collected from the temporary stockpiles for characterization by laboratory analysis, and, <br /> subsequent disposal at an approved disposal facility, in accordance'with P ty g the requirements of the SJCPHS- <br /> EHD and the disposal,facility. Soils excavated during UST removal and additional excavation activities <br /> may contain levels,of petroleum hydrocarbons (i.e. gasoline and/or diesel fuel). Precautions will be taken <br /> to minimize exposure to the general public or other negative impacts the operation will have on nearby <br /> businesses and residential areas. Paradiso has developed a detailed Site Health- and Safety Plan that <br /> specifically addresses these potential impacts. GR will produce"a report summarizing the field activities <br /> and laboratory analytical results for the soil and groundwater sampling conducted during the UST removal. <br /> This report will be forwarded by Tosco to the SJCPHS-EHD where it will become available for review <br /> by the general public. <br /> t <br /> New USTs, product piping and dispensers that meet the applicable EPA requirements will be installed at. <br /> the site. After this equipment is installed, tested, and approved by the SJCPHS-EHD , retail service station <br /> operations will.resume as normal.
