6E -TTL' ER
RYAN INC.
k
November 20, 1998
Ms. Carol Oz
San Joaquin County Public Health Services '
i. Environmental Health Division .
304 East Weber Avenue, Third Floor
Stockton, California 95201-0388
RE: Work Plan Addendum, Tosco 76 Branded Facility No. 11193, 3202 West Hammer Lane,
Stockton, California
Ms. Oz: j
At the request of Tosco Marketing Company (Tosco); Gettler-Ryan Inc. (GR) is submitting this letter to
' accompany our Work Plan For Underground Storage Tank Removal and Over Excavation of Impacted Soil,
dated November 18, 1998. This letter was prepared to address your topics of concern with regard to the i
referenced work plan, as discussed during our phone conversations on November 19 and 20, 1998. i
Tosco intends.to install temporary excavation shoring around the existing tank pit as part of the upcoming
UST replacement project. The approximate location of the shoring is shown on the enclosed Figure 2.
The placement of shoring will eliminate the possibility of over-excavation of hydrocarbon-impacted soil
from the perimeter of the existing UST pit. The shoring will not be placed within approximately three feet
of the existing wells in the vicinity of the UST pit. We do not anticipate that the placement of the shoring
will result in damage to any of these wells. However, in the event that damage does occur to one or more
of the wells, the damaged well(s) will be properly destroyed, under permit, and in accordance with the
requirements of the San Joaquin County Public Health Services (SJCPHS).
t
Tosco agrees to limit the amount of hydrocarbon-impacted soil excavated to 200 cubic yards. If either.
r subjective field evidence or.analytical data indicate that further excavation is warranted, Tosca may seek
1F approval of the SJCPHS to conduct additional excavation beyond the initial 200 cubic yards removed.
Tosco is aware that it may not be reimbursed by the State UST Clean Up Fund for costs associated with
additional soil excavated beyond the initial 200 cubic yards.' Areas of potential over-excavation are defined
on the enclosed Figure 2.
As we discussed during our November 20, 1998 phone conversation, if analytical results determine that
temporarily stockpiled soil at Forward Landfill is unacceptable for disposal at that facility, the soil will
I, be immediately removed. Upon removal,-the soil will be transported to the Safety-Kleen Corportation
(formerly Laidlaw, Environmental Services of California) Class I disposal facility in Buttonwillow,
California. The soil would be transported, under manifest, by Manley and Sons Trucking, Inc. (Certified
Hazardous Waste Hauler No.,2843).
I
14M.o3-z
r7c1205 03 2.1tt
6°747 Sierra Court , Suite J • Dublin , California 94568 ( 925 ) 551 - 7555
' i
