Cr C.
Work Plan For UST Removal and Over-Excavation-Tosco 76 Branded Facility No. 11193
(,. November 18, 1998
f
during over-excavation activities. Clean soil will be reused as backfill withthe permission of the
SJCPHS. Confirmation soil samples will be collected from the base and lateral limits of the
excavation and analyses performed in accordance with SJCPHS guidelines. If groundwater is
' encountered during over-excavation away from the UST excavation, a grab groundwater sample
will be collected in addition to the soil samples collected from the sidewalls.above groundwater.
Confirmation samples will be analyzed at Sequoia Analytical, a State-certified Hazardous Materials-
Testing Laboratory (FLAP #1210, #1271,-and #1624). Soil and groundwater samples will be ;. f
analyzed for Total.Petroleum-Hydrocarbons as gasoline (TPHg) by, EPA Method 8015/DHS 1
LUFT, for.benzene, toluene, ethylbenzene,'acid total xylenes (BTEX)by EPA Method 8020, total .
lead by EPA Method 6010, and the fuel-oxygenates methyl tert-butyl ether (MTBE); tert-butyl
alcohol,.(TBA), di-isopropyl ether (DIFF), ethyl tert-butyl ether,(ETBE), and--tert-amyl methyl F
ether (TAME) by EPA-Method 8260.
If Tosco wishes to reuse excavated soil as backfill, characterization soil samples from the proposed
backfill material, will be analyzed for TPHg, BTEX and fuel oxygenates in accordance'with
SJCPHS•guidelines;-using the analytical methods outlined above. The analytical results of
-characterization soil samples will be submitted to the SJCPHS for review and approval-prior.to
backfilling.
Task 3. Disposal of Excavated Soil
During the UST removal and possible over-excavation of hydrocarbon impacted soil, Tosco is
proposing to load excavated soil directly into trucks for transportation, under bill of lading, to
Forward Landfill, in Manteca, California (Forward) for temporary storage under their stockpiling
agreement. Tosco =
will self-- that the soil is nonhazardous, based on generator knowledge f
and historical soil and groundwater analytical results for the site. .The soil will be transported to,
Forward by Manley'and:Sons Trucking, Inc. (Certified Hazardous Waste Hauler No. 2843).,
Soil samples for disposal characterization -will be collected as the, soil is being loaded or
immediately- after the soil is transported, to the- temporary stockpiling unit at' Forward.
Characterization samples will be analyzed on a rush basis to gain acceptance for disposal at
Forward prior to the expiration of the temporary stockpiling period of 17 days. If analytical .
results determine that the soil unacceptable for disposal at Forward, the soil will be immediately
removed, under manifest, by a licensed hauler and.taken to permitted disposal facility. F
Four discrete samples per 100 cubic yards of soil will be collected from the excavated soil. Each
set of four samples will,be submitted to the laboratory for compositing'and analysis as one sample.
The composite samples will be analyzed for.TPHg, BTEX, MTBE using the methods outlined
under Task 2 of this work plan, and for total_Iead by EPA method 6010,-as required for disposal
at the.Forward.
iaozns.o3a
