Vicki McCartney [EH]
From: Vicki McCartney [EH]
Sent: Wednesday, May 27, 2009 4:20 PM
To: 'Kirk Larson'
Subject: Site at 3250 West Hammer Lane, Stockton, California
Kirk:
The Underground Storage Tank Cleanup Fund (Fund)concurs with the San Joaquin County Environmental
Health Department(EHD)directive to conduct ozone injection.. By letter dated June 30, 2008, the EHD
conditionally approved the installation of an ozone microsparge system, contingent upon first performing an ozone
bench-scale test. By letter dated December 31, 2008, the EHD approved the Addendum to Work Plan for Bench-
scale Test and Injection Well Installation, dated November 1.7, 2008. Then on February 6, 2009, Stratus
Environmental, Inc. (Stratus), the consulting firm:retained by the responsible party for the above-referenced
site, notified the EHD by e-mail that due to delays in reimbursement form the Fund, fieldwork associated with the
implementation of the ozone-bench-scale test has been delayed. The EHD responded by letter dated February
27, 2009, and notified the responsible party that further delays are not acceptable. The EHD recommended
collecting groundwater samples from monitoring wells screened in the same depth interval as the ozone injection
wells and down gradient of the injection.wells at the adjacent ConocoPhillips 76 site where an ozone injection
system has been in operation since May 2004. The EHD suggested that an ozone bench-scale study may not be
necessary if analytical results indicate that groundwater quality will not be adversely affected, and if it can be
demonstrated that this site and the adjacent ConocoPhillips 76 site have similar hydrogeological characteristics.
The EHD is currently awaiting a response to this recommendation. If the responsible party complies with the
recommendation presented by the EHD,the ozone system could be operating by the end of 2009.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
600 East Main Street
Stockton,California 95202
Phone: (209)468-9852
Fax: (209)468-3433
Email: vmccartney&jcchd.com
5/27/2009
L
