Quik Stop Market No. 132
3555 West Hammer Lane Page 2
Stockton, California 95209 September 23, 2008
S132 in July 2001. Therefore, it must be demonstrated that the vertical extent of the
contamination has been defined, as well.
In October 1990, excavation of contaminated soil in the north dispenser island area
occurred and soil sample QS-2 was collected at 10 feet bsg. Analytical results of that
sample showed 3,300 milligrams per kilogram (mg/kg) of total petroleum hydrocarbons.
This concentration exceeds the San Francisco Bay Regional Water Quality Control Board
Environmental Screening Levels for gross contamination and indirect exposure.
Excavation was performed in November 1990 of the area beneath the underground
storage tanks and the dispensers; however, sampling in the area of QS-2 was not
performed. The issue of remaining soil contamination must be addressed.
The Quarterly Groundwater Monitoring Report, Third Quarter 2005, dated September
30, 2005, prepared by ATC Associates Incorporated for the site, recommended that the
site be considered for closure and stated a formal closure request would be submitted. A
closure request and report have not been prepared for this site. A large amount of data
has been obtained for this site. If your consultant believes the contamination at this site
has been defined laterally and vertically in soil and groundwater, then a closure report
that includes the items discussed in the CVRWQCB Tri Regional Guidelines should be
prepared and the above comments and concerns of the EHD should be addressed in that
report.
If you have any questions regarding this letter, please contact Vicki McCartney at (209)
468-9852 or by email at vmccartney@sjcehd.com.
Sincerely,
Victoria L. McCartney, Senior REHS Margar agorio, RE
Unit IV-Site Mitigation Program Coordinator
c: Jeffery P. Stivers, PE, ATC Associates Incorporated, 6602 Owens Drive, Pleasanton;
California 94588
Mr. James L.L. Barton, PG, California Regional Water Quality Control Board Central
Valley Region, 11020 Sun Center Drive, Suite 200, Rancho Cordova, California
95670
