PHS/EHD
has also reviewed the most recent quarterly report dated November 29, 1995 and
prepared by Blaine Tech and has the following comments for your consideration.
The remedial action plan (RAP) proposed to complete plume delineation with off site
source search; to initiate soil vapor extraction/bioventing with air sparging; and
remediation system's monitoring and sampling. The RAP included the installation of
three soil vapor extraction (SVE) wells and two air sparge wells.
PHS/EHD recognizes that SVE wells, VW1 - VW3, are anticipated to be more
efficiently designed as compared to the already installed SVE wells. As discussed at
the December 7, 1995 meeting, evaluation regarding existing wells' necessity should
be initiated and a destruction plan submitted.
As both air sparge and SVE will influence the biological degradation of fuel
hydrocarbons; baseline measurements should be collected prior to implementation of
the proposed system and periodically hence forth to assess the effectiveness of
biological activity to decrease the concentrations of fuel hydrocarbons rather than
"upon conclusion of SVE" as indicated in the RAP.
According to the most recently available quarterly report, monitoring well MW9 which
is located in the area of the former tanks is screened 10 feet below first water.
Despite the well's construction, total petroleum hydrocarbon as gasoline and benzene
were detected.
A Division of San Joaquin County Health Care Services
