PACIFIC
ENVIRONMENTAL
GROUP INC.
9: 27
December 15, 1995
Project 320-133.7B
Ms. Mary Meays
San Joaquin County
Environmental Health Division
304 East Weber Avenue
Stockton, California 95201
Re: Former Chevron U.S.A. Service Station 9-1918
45 East Harding Way
Stockton, California
Dear Ms. Meays:
Pacific Environmental-Group, Inc. (PACIFIC) has been performing environmental
services for Chevron U.S.A. Products Company (Chevron) at the site referenced. One
component of these services has been the preparation of a corrective action plan (CAP).
In a meeting on December 7, 1995, Chevron agreed to adhere to an aggressive
implementation schedule which included the preparation and submittal of a remedial
action plan by December 26, 1995.
Recently, the State Water Resources Control Board (SWRCB) provided
recommendations which are pertinent to the implementation of remedial action at this
site. Specifically, in a letter to all local oversight program (LOP) agency directors dated
December 8, 1995 (Attachment A), the SWRCB states that, 'Tor cases affecting low
risk groundwater(for instance, shallow groundwater with maximum depth to water less
than 50 feet and no drinking water wells screened in the shallow groundwater zone
within 250 feet of the leak) we recommend that active remediation be replaced with
monitoring to determine if the fuel leak plume is stable."
Furthermore, the SWRCB letter supports the Lawrence Livermore National Laboratory
report, Recommendations to Improve the Cleanap Process for California's Leaking
Underground Fuel Tank Cleanup, "which presents a convincing argument that
bioremediation should be considered as a primary remediation tool in most cases once
the fuel source has been removed."
PACIFIC and Chevron wish to avail ourselves of this recent SWRCB decision.
Regarding the referenced site, groundwater occurs at a depth of less than 50 feet, the
nearest drinking water well is a minimum of 1,900 feet from the site, and historical
2025 GatewayPlace, Suite 440,San Jose, California 95110 (408)441-7500 FAX (408)441-7539
