December 15, 1995 <br /> Page 2 <br /> groundwater monitoring results indicate that the plume is stable. Additionally, the fuel <br /> leak source has been removed. Therefore, according to the direction provided by the <br /> SWRCB, the primary remediation tool would be to monitor plume stability and to permit <br /> bioremediation to occur. PACIFIC and Chevron plan to retain those CAP elements that <br /> promote these objectives. <br /> The proposed elements of the CAP would include: (1) the installation of one or two <br /> additional groundwater monitoring wells to further define the downgradient extent of the <br /> plume, (2) the abandonment of all previously utilized soil vapor extraction wells and dry <br /> groundwater monitoring wells, and.(3)the abandonment of groundwater monitoring <br /> wells within the footprint of the proposed Taco Bell Restaurant. The active remedial <br /> technologies, soil vapor extraction and air sparging would not be installed at this site. <br /> Additionally, groundwater monitoring will continue to be performed in order to evaluate <br /> the progress of natural attenuation of hydrocarbons in groundwater beneath the site. <br /> In order to comply with Environmental Health Division requirements, and to remain on <br /> track with the recently developed project schedule, we would like to initiate a dialog <br /> regarding this approach at your earliest convenience.
