G. Miyamoto Architect, 10/5/95) <br /> Attached Site Maps(Pacific Figs. 7& 11,8/28/95) <br /> Dear Ms. Ways: <br /> I would like to acknowledge receipt of your letter dated November 8, 1995. The letter mainly presented <br /> those comments from your agency towards Pacific Environmental Group's(Pacific's)Corrective Action <br /> Plan(CAP)dated, August 28, 1995. Your letter also requested that an addendum to the CAP be submitted <br /> by November 30, 1995,to address those issues raised in your letter or enforcement action would be <br /> initiated. Both, Chevron and Pacific have begun work on an addendum which will be submitted to your <br /> agency by the specified deadline.It is our intent to develop and implement an acceptable CAP as soon as <br /> possible without any enforcement action being taken. <br /> In your letter you also requested information about any property development plans that may affect future <br /> remedial action. As you probably know,the owner of the subject property has been negotiating with Taco <br /> Bell for the eventual development of a drive-thru restaurant on the subject site. Chevron has received <br /> from Taco Bell,copies of their preliminary site development plans(attached). Chevron has also been told <br /> that in the absence of any unforeseen delays, site construction activities could begin as soon as late spring <br /> to early summer, 1996. <br /> One of the most important aspects of the site development plans with respect to future environmental <br /> remedial action is the proposed location of the main restaurant building. According to the most recent <br /> plans provided to Chevron,the building will be located in the middle of the southern half of the former <br /> service station property. The building dimensions are approximately 30 ft. by 70 ft. The attached site plan <br /> also shows the surrounding improvements to be built at the restaurant site. Attached you will also find, <br /> Figures 7 and l l both,from Pacific's CAP. The proposed footprint of the restaurant building has been <br /> outlined on both of these figures.Figure 7 shows the relationship of the proposed building to the defined <br /> areal extent of hydrocarbon contamination remaining in the subsurface. Detectable concentrations of <br /> TPHGas have been measured within this area from 15 feet to 50 feet below ground surface. I have been <br /> assured by professional staff members at Pacific that the proposed location of the restaurant building will <br /> not hinder our ability to remediate those areas that lie beneath the footprint. It was also determined that <br /> this area can be remediated without installing any surface or subsurface equipment within or underneath <br /> the building footprint.
