3.0 WATER QUALITY GOALS AND PROTECTION STANDARDS <br /> 3.1 Site Water Quality Goals and Protection Standards <br /> Site-specific numeric water quality goats are necessary to formulate final remedial objectives <br /> for the site Additionally, numeric water quality goals and protection standards are necessary <br /> to formalize creation of a Water Quality Limited Zone (WQLZ) within the context of State <br /> Water Resources Control Board resolutions Creation of a WQLZ is considered in thus <br /> document because remediation and investigative data obtained for the subject site suggest <br /> residual impact levels will remain after efficient use of the best available technologies has been <br /> exhausted It is well known that in most cases efficient use of physical remediation technolo- <br /> gies will not completely remove or reduce hydrocarbon impact within a reasonable period of <br /> time Since petroleum hydrocarbon impact is restricted to groundwater, and the nearest <br />' surface water (Yosemite Lake) is located at a significant distance from the site, only ground- <br /> water is considered here <br /> Guidance for developing water quality goals and protection standards was obtained from the <br /> Water Quality Control Plan, Central Valley Region, Sacramento and San Joaquin River <br /> Basins (Regional Water Quality Control Board - Central Valley Region, December 9, 1994), <br /> A Compilation of Water Quality Goals (Marshack, 1993), and State Board Resolu- <br /> tions 68-16, 88-63, and 92-49 (as amended on April 21, 1994) San Francisco Regional <br /> Water Quality Control Board Order 95-016 was also used for reference, a copy is presented <br /> as Appendix B The development of site-specific water quality goals and protection standards <br /> begins with identification of beneficial uses <br /> The existing and potential beneficial uses of groundwater underlying the site include <br />+ • municipal and domestic water supply, <br /> • agricultural supply, and <br /> • industrial process and service supply <br /> Comprehensive water quality standards are meant to protect the relevant beneficial uses of <br /> ground and surface water, water quality goals are used as benchmarks for water restoration <br /> To develop water quality goals and standards, it is recognized that working to restore or <br /> • 3201337B/1918REV 9 August 31, 1995 <br />
