• • Excavation <br /> • Institutional Control <br /> Remediation monitoring/data collection was chosen in association with all the response <br /> actions identified Monitoring will provide information necessary to manage the dissolved <br /> hydrocarbon plume, evaluate remediation progress, and demonstrate intrinsic remediation <br /> Excavation, S VE/bioventing, and institutional control were technologies chosen to address <br /> Response Actions 2 and 3 The aforementioned technologies were chosen because they are <br /> either established mass removal technologies, or facilitate intrinsic remediation Applicable <br /> assessment technologies will be included to address Response Action 1 Finally, institutional <br /> control was selected as a method to prevent use of, or exposure to, groundwater associated <br /> with the residual plume (Response Action 2) <br /> 5.3 Recommended Remedial Alternative <br /> According to CCR Title 23, Chapter 16, Article 11, at least two alternatives must be identified <br /> and evaluated for restoring or protecting beneficial water uses In addition, each alternative <br /> must be designed to mitigate nuisance conditions and risk of fire or explosion Alternatives <br /> are briefly described below beginning with elements common to all alternatives <br /> 5.3.1 Elements Common to Alternatives <br /> (D• Off-site Source Search. A background search and regulatory file review <br /> will be conducted to investigate the existence of potential off-site hydrocar- <br /> bon sources in the vicinity of the site <br /> • Soil Boring and Well Installation. Three off-site monitoring wells will be <br /> installed to complete delineation of the dissolved-hydrocarbon plume <br /> Proposed well locations would be identified in a work plan to be submitted <br /> after regulatory concurrence with this document Subsequently, the <br /> proposed compliance boundary (Section 3 0) will be established Well <br /> locations may be modified based on the findings of the off-site source <br /> search Wells not being used for remediation or monitoring will be properly <br /> abandoned Also, wells that would interfere with site development will be <br /> abandoned <br /> • Remediation Monitoring. Remediation monitoring is an aspect of the <br /> existing site remediation program, and will continue to be a key aspect of <br /> any remedial alternative In addition to the current monitoring program, <br /> remediation monitoring will be performed to maintain compliance with any <br /> implementation permits, and to evaluate progress toward attaining the <br /> 3201337B/1918REV 21 August 31, 1995 <br />
