STATE OF CALIFORNIA - Environmental Protectiorincy PETE WILSON, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD `
CENTRAL VALLEY REGION _
3443 Routier Road, Suite A
Sacramento, CA 95827-3098
PHONE: 19161255-3000 RECEIVED JUN 0 0 1995
FAX: 19161 255-3015
5 June 1995
Ms. Leah Goldberg
McDonough, Holland & Allen
1999 Harrison Street, Suite 1300
Oakland, CA 94612
PRELIMINARY FIELD INVESTIGATION: KOPPEL STOCKTON TERMINAL
Thank you for submitting the recent letter regarding the Koppel Stockton Terminal at 2025 West
Hazelton Avenue, and the workplan for the deeper soil investigation. Also enclosed was the
Preliminary Field Investigation, which summarizes the field work conducted by RWQCB staff in
March, and contains the analytical results reported by your laboratory, Weston. I have talked with
your consultant, Dave Marks, and we are both at a loss to explain the large discrepancy in nitrate
values between the split soil samples. I have retrieved the original samples analyzed by the
RWQCB laboratory; if you wish, you may submit these to the Weston lab.
I have reviewed the workplan for the deeper soil investigation, and have the following comments:
Because of the differences in the analytical values of the March samples, I would like to split
samples with you. This time, I'd suggest that we thoroughly mix each sample in a clean
bowl or bucket before splitting it into the two laboratory containers.
You propose to collect samples at the 3' and 6' depths. In order to try to resolve the
differences from the March samples, additional samples should be collected from the 6-9"
depth, and analyzed for nitrate.
With the above two comments, the workplan is approved. However, because of our agency's recent
fiscal constraints, I am not able to visit the site or submit samples to our laboratory until after
30 June.
Please let me know when you plan to conduct the field work. If you have any questions, I can be
reached at (916) 255-3104.
WENDY WYELS
Ag Regulatory Unit
cc: Ms. Diane Hinson, San Joaquin County Public Health, Stockton
Mr. Dave Marks, Roy F.
