Attachment A <br /> Statement of Work for KP-11S Well Abandonment <br /> Koppel Stockton Terminal <br /> 1.0 Background <br /> The Koppel Stockton Terminal(Koppel) is a former dry fertilizer warehouse.The site is <br /> located in Stockton west of Ventura Avenue,between the extensions of Hazelton Avenue <br /> and Sonora Street,approximately 1 mile west-southwest of the I-5/Highway 4 <br /> interchange,next to the Port of Stockton,California.The site layout of the Koppel <br /> Stockton Terminal is presented on Figure 1. <br /> Phytoremediation is being used to remove nitrogen from soil and groundwater at the site. <br /> A test grove of 267 poplar trees was planted on approximately one acre on the southern <br /> end of the site in May 1998 to evaluate the effectiveness of phytoremediation. An <br /> additional 1,250 hybrid poplar trees and 230 willow trees were planted in the vicinity of <br /> the turnaround area,stormwater pond,former bagging plant,and in the area north of the <br /> warehouse during March through June 2000. <br /> Spectrum Exploration drilled and constructed three monitoring wells at the Koppel <br /> Stockton Terminal in 2006:KP-10S,KP-11S,and KP-12S.The warehouse onsite that is <br /> operated by Headwaters Resources collapsed in March 2007. During the warehouse <br /> collapse and construction activities immediately following to stabilize the warehouse, <br /> Well KP-11S was damaged. The well construction diagram for KP-11S is attached. <br /> 2.0 Objective <br /> The objective of this procurement is to subcontract overdrilling and abandonment of Well <br /> KP-11S.The surface casing has been ripped off of the well during onsite construction <br /> activities.The total well depth was 23 feet,but the well appears to have been filled with <br /> dirt and fly ash to a depth of 11 feet(12 feet of debris). <br /> 3.0 Scope <br /> Subcontractor procurement will include health and safety items (detailed in Section 4.0), <br /> mobilizing to the site,overdrilling the well to remove the dirt and fly ash,placing cuttings <br /> in 55-gallon drums for CH2M HILL disposal,abandoning the well borehole,and <br /> decontaminating all equipment and personnel. All work in the vicinity of KP-11S will <br /> require working in Level C because of the presence of fly ash. <br /> Mobilization <br /> Subcontractor will mobilize equipment and staff to 2025 West Hazelton Avenue,Stockton. <br /> The subcontractor shall notify Brett Coulson/Headwaters Resources when entering the <br /> site.Before approaching Well KP-11S,subcontractor staff shall put on Level C PPE, <br /> including full-face respirator. <br /> KOPPEL-KPHSABANOONMENTSOWDOC SOLICITATION NO. <br />
