Hildreth Lane, Stockton. <br /> • Complete, sign, and return the enclosed Master File Record (MFR) to <br /> SJCEHD with a check for $279 (starts and credits an account with 3-hours <br /> of oversight time) and, <br /> • Have a septic contractor pump out the contents of the septic tank <br /> immediately and hold the material onsite pending analyses by a <br /> professional. <br /> • Contract with an environmental consulting firm and submit a work plan to <br /> gather soil samples from under the septic tank, the distribution box, every <br /> 20-linear feet of each of the two leach lines, and the 'tight line' just before <br /> the two pits located at the end of each line. Soil samples are to be <br /> collected from native soil within 1 to 2-feet below the leach rock/filter <br /> material. Any sludge or liquid (inside or outside the lines, tank, D-box, etc) <br /> encountered during the investigation is to be sampled and analyzed. In <br /> accordance with USEPA guidelines for minimum laboratory analyses for <br /> UIC systems, SJCEHD will require the pumped contents of the septic tank <br /> in the holding tank to be analyzed for Total Petroleum (Extractable, <br /> Purgeable, and Recoverable) Hydrocarbons (Carbon range, C-4 to C-44) <br /> by EPA Method 8015m. Benzene, Toluene, Ethylbenzene, and Xylene - <br /> (BTEX) and a general scan of volatile organic compounds (VOC) by EPA <br /> Method 8260B, as well as Methamphetamine (HPLC/MS/MS), Chloride <br /> (EPA 300.0), pH (EPA 150.1). Detectable amounts of contaminants from <br /> the pumped septic tank will require the soil, sludge, and ground water <br /> samples required and described in the work plan to have similar analyses. <br /> • Submit a report of findings signed by a California registered professional <br /> to SJCEHD at the end of the septic system investigation. <br /> If soil/sludge/water sample laboratory data indicates that chemicals are detected <br /> at significant levels, an additional investigation may be required to determine the <br /> vertical extent of the chemical migration and if the ground water has been <br /> impacted. Also, if the soil samples from either leach line just before entry into the <br /> pits are contaminated, additional soil samples from below the 25-feet deep pits <br /> must be taken to verify if the contaminants have migrated down. <br /> The contents of the septic tank should be pumped out by a qualified <br /> contractor and the contents properly stored onsite immediately. <br /> The septic tank is then to be high-pressure water/steam washed and cleaned as <br /> many times as necessary to rid the tank of all materials and odors. This rinseate <br /> should be pumped out of the septic tank and added to the tank already holding <br /> the pumped septic waste. This can be done before the work plan is <br /> submitted to SJCEHD in order to minimize any impact to the soil around <br /> the tank should there be cracks in the tank. <br />
