(Stratus) has prepared this report on behalf of Mr. Dalwinder <br /> Dhoot and the City of Lathrop, jointly, for the property located at 15688 Harlan Road, <br /> Lathrop, California (the site; Figure 1). In a letter and Notice of Responsibility issued to Mr. <br /> Dhoot and to the City of Lathrop (the City) by San Joaquin County Environmental Health <br /> Department (SJCEHD) on September 17, 2007, both Mr. Dhoot and the City were named by <br /> SJCEHD as the primary or active Responsible Party for the former underground storage tanks <br /> .discovered to straddle the property line between Mr. Dhoot's property and the City's right-of- <br /> way. Following the submittal and approval of a work plan, groundwater monitoring wells <br /> MW-1, MW-2, and MW-3 were installed at the site in April 2008, and were subsequently <br /> sampled in May, June, September, and December 2008. In January 2009, based upon soil and <br /> groundwater analytical data gathered during this work, Stratus requested that SJCEHD <br /> consider the case for regulatory case closure. In a-letter dated March.27, 2009, the Regional <br /> Water Quality Control Board (RWQCB) concurred with SJCEHD's closure recommendation. <br /> In July 2009, monitoring wells MW-1, MW-2, and MW-3 were destroyed in accordance with <br /> SJCEHD regulations and well standards. This report contains details associated with the well <br /> destructions. <br /> WELL DESTRUCTION ACTIVITIES <br /> Prior to initiating work activities, well destruction permits were obtained from SJCEHD and an <br /> encroachment permit was obtained form the City of Lathrop to work in the City's right-of-way. <br /> Underground Service Alert, SJCEHD, the City, and the property owner were notified prior to <br /> beginning work activities. Copies of the well destruction permits and encroachment permit are <br /> provided in Attachment A: All work was conducted under the direct supervision of a State of <br /> California Professional Geologist (PG) and was conducted in accordance with SJCEHD <br /> regulations and well standards. <br /> K:\City of Lathrop\Reports\City of Lathrop—Dhoot Well Destruction Report Aug 2009.doc <br />
