(Stratus) has prepared- this Work Plan for Additional <br /> Assessment (Work Plan), on behalf, jointly, of Mr. Dalwinder Dhoot and the City of <br /> Lathrop, for the property located at 15688 Harlan Road, Lathrop, California (the site; r <br /> Figure 1). This Work Plan was prepared in response to a letter and Notice of <br /> Responsibility issued to Mr. Dhoot and to the City of Lathrop (the City) by San Joaquin <br /> County Environmental Health Department (SJCEHD) on September 17, 2007. Both Mr. <br /> Dhoot and the City have been named by SJCEHD as the primary or active Responsible <br /> Party (RP) for the former underground storage tanks (USTs) discovered to straddle the <br /> property line between Mr. Dhoot's property and the City's right-of-way. <br /> The objective of this work plan is to evaluate the extent of petroleum hydrocarbon- <br /> impacted soil and groundwater associated with the former USTs discovered on the <br /> northeast corner of the intersection of Harlan and Thomsen Roads, and to determine a <br /> groundwater flow direction and hydraulic gradient. To meet this objective, Stratus <br /> proposes the advancement, sampling, and logging of three exploratory soil borings at the <br /> site to first encountered groundwater (anticipated at a depth of about 10 feet below <br /> ground surface [bgs]), and the conversion of each borehole to a groundwater monitoring <br /> well (MW-1 through MW-3). i <br /> SITE DESCRIPTION <br /> Mr. Dhoot's property (APN 196-200-77) is located on the northeast corner of the <br /> intersection of Harlan Road and Thomsen Roads, just east of hiterstate-5 in the central <br /> portion of the City of Lathrop (Figures 1 and 2). The property is currently under <br /> construction as a hotel and adjoins Joe's Truck Plaza to the north (SCJEHD LUFT Site <br /> Code No. 231585).
