Ms.Margaret Lagorio, SJCEHD November 30,2007 <br /> Work Plan for Additional Assessment Project No.2033-15688-01 <br /> 15688 Harlan Road, Lathrop, California <br /> Page 2 <br /> According to H2OGEOL's report dated May 10, 2007, two steel USTs were discovered <br /> during hotel construction activities in early 2007 and were probably installed prior to <br /> 1950 and likely covered in the 1960s upon closing of the "Wiggins Store". A land survey <br /> of the vicinity of the USTs was conducted by Hawkins & Associates Engineering on <br /> March 29, 2007 (see Attachment A). From this survey, it appears that the former USTs <br /> straddle the property line between Mr. Dhoot's property and the City's right-of-way at <br /> the extreme southern edge of the Mr. Dhoot's property. According to San Joaquin <br /> County Assessor's records, a triangular portion (measuring 30 feet by 42 feet by 40 feet) <br /> of the original parcel "was conveyed to the county of San Joaquin by deed recorded <br /> September 6, 1973 in Book 3800, Page 39, San Joaquin County Records" (see <br /> Attachment B). According to Margaret Lagorio of SJCEHD (in a telephone conversation <br /> with Sarah Salcedo of Stratus on October 4, 2007), the City of Lathrop assumed <br /> ownership of the land from the County of San Joaquin at the time the City became <br /> incorporated. <br /> SUMMARY OF PREVIOUS WORK <br /> On April 25, 2007, Walton Engineering removed two steel USTs and associated piping <br /> from the site, under SJCEHD direction. According to SJCEHD staff field notes, each <br /> UST was approximately 42 inches in diameter and 50 inches in length and the bottom of <br /> the tanks were at a depth of about 5 feet bgs. The excavation to remove the USTs <br /> measured 12 feet by 15 feet. Approximately 14 feet of piping (which exited the USTs on <br /> the west side and bent north before ending) was also removed at this time. During the <br /> removal activities, a total of approximately 14 cubic yards of soil was removed from the <br /> UST and piping excavations. Copies of SJCEHD notes/documentation of the UST <br /> removal activities are included as Attachment C. <br /> Following UST and piping removal activities, a representative from H20GEOL of <br /> Livermore, California, was on-site (April 25, 2007)to collect soil samples. According to <br /> H2OGEOL'S Report on Tank Removal Related Soil Sampling, South of Joe's Travel <br /> Plaza, Northeast Corner Intersection Harlan Road and Thomsen Street, Lathrop, <br /> California, dated May 10, 2007, a total of six soil samples were collected. Two samples <br /> were collected in native soil about 2 feet beneath the center of the former UST inverts (S1 <br /> and N2), two samples were collected in native soil about 2 feet beneath nearby piping <br /> locations (PLS and PLN), one sample was collected from soil inside one of the USTs <br /> (30% collapsed and filled with lose sandy soil; sample called `SOIL IN N TANK') and <br /> one sample was collected from the stockpiled soil that was removed during uncovering of <br /> the USTs. No map depicting the exact locations of the samples was included in <br /> H20GEOL's report.
