The data submitted to this agency to date <br /> has not adequately characterized the full extent of the soil contaminant plume,has not verified the quality of <br /> the groundwater beneath the former tank pit area,nor does it conclusively rule out the flamer diesel tank pit <br /> area as a source to the contamination found in the domestic wells located nearby. <br /> Additional investigativeworkis being required of Color Spot to obtain data addressing the areas of concern <br /> noted above so that an evaluation can be made as-to whether the release from the former tank is an actual <br /> and/or potential threat to groundwater. <br /> PHS/EHI3 is not directing Corr Spot to undertake an investigation regarding any other suspected source to <br /> the contamination found in the nearby domestic wells. <br /> Results from the soil samples obtained from directly beneath the former,tank when it was removed in 1989 <br /> showedcontamination- and an unauthorized release from the tank was documented at that time. An <br /> unauthorized release is any release of a hazardous substance from a tank system and does include any spillage, <br /> possibly from overfilling, that may have occurred during the tanks use. ;In addition,the tank's condition at <br /> the time of removal was listed as being poorand, although no visible holes were noted, the integrity of the <br /> tank cannot be assumed. Color Spot as the owner and operator of the tank system, is responsible for <br /> investigating the full<extent of the resultant contamination and for the mitigation of the contamination as <br /> necessary. <br /> PHSJEHU is directing Color Spat to perform additional work to investigate the full_ extent of the <br /> contamination resulting from the release from the former diesel tank. The results of the soil samples taken <br /> from the finished excavation (after the additionaal soil had been removed) and from the soil borings in 19917 <br /> showed residual levels of contamination remaining in the upper subsurface soils The results from the water <br /> sample obtained from monitoring well MW#1 in 1991 showed detectable levels of toluene,indicating that the <br /> groundwater beneath the tank has been impacted. <br /> A'Dir*m of-an JoagumWCoutny:Hearn rare Serv+c" + l+ <br />
