PUBDC HEAE-IrTH SERICES
SAN JOAQUIN COUNTY
Heaith Officer
P.O.Sas 2449 1601 East Hazelton Avenue) •Stockton,fiatifvmia 95201
(209)468-3400
KEVIN ALLEN
P 5011Nc
aBOX 1QN 2 9 1993
RICHMOND CA 94M5
RE: 54M EAST HARNE'Y LANE: SITE CODE: 2343
LODI CA
San Joaquin County Public Health ServieesEnvironmental Health Division (PHS/EHD);has completed the
review of the letter request for closure submitted by Wilson, Sonsini,Goodrich and Rosati, dated May 26,
1993,and has the following comments.
PHS/EHD cannot concur with the request for closure at this time. The data submitted to this agency to date
has not adequately characterized the full extent of the soil contaminant plume, has not verified the quality of
the groundwater beneath the former tank pit area, nor does it conclusively rule out the flamer diesel tank pit
area as a source to the contamination found in the domestic wells located nearby.
Additional investigativeworkis being required of Color Spot to obtain data addressing the areas of concern
noted above so that an evaluation can be made as-to whether the release from the former tank is an actual
and/or potential threat to groundwater.
PHS/EHI3 is not directing Corr Spot to undertake an investigation regarding any other suspected source to
the contamination found in the nearby domestic wells.
Results from the soil samples obtained from directly beneath the former, tank when it was removed in 1989
showedcontamination- and an unauthorized release from the tank was documented at that time. An
unauthorized release is any release of a hazardous substance from a tank system and does include any spillage,
possibly from overfilling, that may have occurred during the tanks use. ;In addition, the tank's condition at
the time of removal was listed as being poorand, although no visible holes were noted, the integrity of the
tank cannot be assumed. Color Spot as the owner and operator of the tank system, is responsible for
investigating the full<extent of the resultant contamination and for the mitigation of the contamination as
necessary.
PHSJEHU is directing Color Spat to perform additional work to investigate the full_ extent of the
contamination resulting from the release from the former diesel tank. The results of the soil samples taken
from the finished excavation (after the additionaal soil had been removed) and from the soil borings in 19917
showed residual levels of contamination remaining in the upper subsurface soils The results from the water
sample obtained from monitoring well MW#1 in 1991 showed detectable levels of toluene, indicating that the
groundwater beneath the tank has been impacted.
A'Dir*m of-an JoagumWCoutny:Hearn rare Serv+c" + l+
