n County of San Joaquin Publicl`Health Services 4
.April 4, 1990 (881680) E">
Ground water sa4les were collected from four locations:: 1). House
Well into 14:: 2). Well .No. 5338, 3) Well No. 5298•, and 4=) Well No. 5272:.. Locations
; .are: illustrated. :on Plate '1 - Site Map, The chilled ground water samples were
hand-delivered accompanied by chain-of-custody documentation to Coast to Coast
Analytical Services.. Inc in° Goleta, California, where they were analyzed for
HTEX .and TPH by EPA me:thord '524.2' and for total lead by EPA method 742:0 fol ;owing
digest'3.on by EPA.. method 30%. The laboratory analytical results are presented
in Table 2.. - Analytical .Results, of Ground Water Sampling.
A11 our wells +coi twined brace amounts of benzene and three c"gtined
t h Grace amounts of toluene.. Both..constituents were present in dobmi#tratiqns rdEti.LI
I
elow the applicable State of California Drinking Water Standards.
It is our opinion the ground water contamination has been caused by
a source other than the UST. This was based on the fact that benzene was :found.
i:n the ground water s.amrples, .abut not in the confirmatory rmatory s:oil..somp.l,e.s collected;
from the tion and because several of the wells c:.o..nta:ining. .benzen are:
located upgradi.ent of: the: removed UST. -
Prior to: field 'activities of January 9, 1990, ;$00 conducited a
ir'sstr1.ct9d 104rovey of the properties surrounding the site which may contain USTs..
SCD learned that two site which reportedly use USTs exist: north of the Color:
Spot site. Reportedly sevih USTs exist at 5401 East Harney. Lane, Bailey's
I Nursery and one UST is locat d at the cemetery located at the .northeast corner
of Highway 99 and East S3a:rney Lane.. It should be noted that each :.Of. these
surrounding properties are apparently located hydrologically upgrad :ent :af the
j The believed upg`rad enc UST site 'located at 5401 East Harney Lane,
which reportedly contains as[,many as seven USTs, may be: .a source of the benzene
contamination. Given :the fact that diesel fuel typically contains less than 0.20
:percent benzene and that not even trace concentrations of Benzene have been found
in any soil samples collected at the site, we believe that benzene contamination
of the ;ground water wells caused by the Color Spot facility is highly improbable;.
i
For the ,above rea}sons, SCD strongly believes that Color Spot, Inc;.
should not be required to implement a ground water investigation and that PIIS-EHD
;should investigate other possible sources of the benzene contamination. SCSI also
recommends that the previously suggested quarterly well monitoring program (Soil
Vapor Study, Color Spot, Lodi; California, October 1989) to be conducted by Color
;Spot be discontinued:. ?
I . .:CL05tTRE
We believe that ill the requirements imposed on],C0lor Spot...
