(AGE). The groundwater monitoring event pertaining to the <br /> GWMR was conducted as directed by EHD letter dated September 19, 2014. After review of the <br /> analytical data presented in GWMR, the EHD has determined the above referenced case is <br /> eligible for closure. <br /> The EHD concurs with AGE's recommendations in GWMR to discontinue groundwater <br /> monitoring, and to prepare a closure summary report (CSR) and a well destruction work plan. <br /> Prior to the destruction of wells associated with this case, a 60-day public notification period <br /> must be conducted. As required by the Low-Threat Underground Storage Tank Case Closure <br /> Policy (LTCP) enacted by the State Water Resources Control Board (State Water Board) on 17 <br /> August 2012, "Municipal and county water districts, water replenishment districts, special act <br /> districts with groundwater management authority, agencies with authority to issue building <br /> permits for land affected by the petroleum release, owners and occupants of the property <br /> impacted by the petroleum release, and the owners and occupants of all parcels adjacent to the <br /> impacted property shall be notified of the proposed case closure and provided a 60-day period <br /> to comment." Those to be notified include, but are not limited to: California Water Service <br /> Company in Stockton, Stockton East Water District, San Joaquin County Public Works Utilities <br /> Maintenance, Stockton Municipal Utilities Department, Stockton Community Development <br /> Department and Stockton Public Works Department. <br /> Comments should be directed to Gabriel Gonzalez, San Joaquin County Environmental Health <br /> Department, 1868 East Hazelton Avenue, Stockton, California 95205-6232. Prior to distribution <br /> of public participation letter, please provide a copy of the draft letter to the EHD for review and <br /> comment along with the list of agencies and owners/occupants who will receive the public <br /> participation letter. <br /> In addition, please provide the EHD certification in writing that all record owners of fee title for <br /> the above-referenced site have been notified of the proposed closure. This is in accordance <br /> with Section 25297.15 of the California Health and Safety Code. Please submit a complete list <br /> of record owners of fee title and their mailing addresses to the EHD. If you are the sole <br /> landowner, provide a statement to this effect to the EHD; an "RTO" form has been enclosed for <br /> this purpose. <br />
