Hazelton Ave
Stockton, CA 95203
San Joaquin County Environmental Health Department (EHD) is the lead agency
providing the oversight of the investigation and cleanup of releases from
underground storage tanks (UST)within San Joaquin County. EHD has a
contract with the California State Water Resources Control Board to conduct a
UST corrective action program. The above referenced site was placed in the
EHD Local Oversight Program in 1994 as a result of the gasoline contamination
found in soil and ground water from a UST removal at your site in 1988.
EHD has reviewed the "Second Quarter 2005" report dated October 17, 2005,
prepared by Advanced Geo Environmental, Inc. (AGE). The report includes
monitoring well sampling results and soil vapor extraction (SVE) performance
data. The vapor results are associated with the SVE remedial system operation,
which was initiated on April 16, 2001.
The report recommends continuation of quarterly ground water monitoring,
suspension of SVE system for 3 months, and performance and evaluation of a
rebound test. AGE also recommends a confirmation soil boring to 50 feet in the
release/source area to evaluate soil and ground water remediation progress.
EHD agrees with AGE's recommendation to suspend the SVE for 3 months and
to perform rebound testing thereafter. EHD recommends quarterly ground water
monitoring and quarterly soil vapor sampling from each individual remedial well
when the SVE is suspended. A minimum of two quarterly sampling events will
be required to evaluate any soil vapor rebound or ground water contaminant
spikes. If there is a significant rebound detected, the remedial system must be
put back into operation.
When ground water and soil vapor results indicate no significant hydrocarbon
increase, a soil confirmation boring can be completed to evaluate current soil
