A':TTACHMEK: A <br /> FINDINGS OF SIGNIFICANT ENVIRONMENTAL IMPACTS IDENTIFIED IN THE <br /> CHRISTENSEN AND BACH (VALLEY HAVEN ) ENVIRONMENTAL IMPACT REPORT <br /> (ER-87-1 ) <br /> Section 15091 (a ) of the "State CEQA Guidelines" states : <br /> (a ) No public agency shall approve or carry out a project <br /> for which an EIR has been completed which identifies one <br /> or more significant environmental effects of the project <br /> unless the public agency makes one or more written find- <br /> ings for each of those significant effects, accompanied <br /> by a brief explanation of the rationale for each <br /> finding . The possible findings are: <br /> ( 1 ) Changes or alterations have been required in , or <br /> incorporated into,, the project which avoid or <br /> substantially lessen the significant environmental <br /> effect as identified in the Final EIR. <br /> ( 2 ) Such changes or alterations are within the respon- <br /> sibility and jurisdiction of another public agency <br /> and not the agency making the finding. Such <br /> changes have been adopted by such other agency or <br /> can and should be adopted by such other agency. <br /> ( 3 ) Specific economic, social , or other considerations , <br /> make infeasible the mitigation measures or project <br /> alternatives identified in the Final EIR. <br /> 1. Impact: <br /> Irreversible loss of 55 acres of prime agricultural land <br /> and 101 acres of irrigated farming lands. <br /> Mitigation: <br /> None. <br /> Finding: <br /> No. 3 , above. <br /> Supporting Facts: <br /> The elimination of prime farm land is an unavoidable <br /> impact, but the project would be of economic benefit to the <br /> County because it will provide needed housing , jobs , and <br /> revenue. The project site is surrounded on three sides by <br /> urban development which makes farming practices difficult. <br /> Alternative locations would involve the use of agricultural <br /> land currently not impacted by urban development. <br /> 2 . Impact: <br /> Project development within an unsafe area as related to air <br /> traffic associated with Sharpe Army Depot. <br />
