Specific land use <br /> plan could be prepared to address land uses within the air- <br /> field environs. <br /> Findings : <br /> No. 2 and No. 3 , above. <br /> Supporting Facts • <br /> The aircraft maneuvering area encompasses a large area , <br /> including most of the community of Lathrop. This aircraft <br /> zone requires any development within Lathrop to take <br /> extraordinary measures in -order to mitigate the situation. <br /> The Army has initiated the AICUZ study which should provide <br /> detailed information on flight patterns and hazardous <br /> areas . Specific land uses on the project site will be <br /> analyzed in detail prior to County action on the develop- <br /> ment project. <br /> 3 . Impact: <br /> Development would occur in the path of inundation from dam <br /> failure at the New Melones or San Luis Reservoirs. <br /> Mitigation• <br /> None. <br /> Finding: <br /> No. 3 , above. <br /> Supporting Facts : <br /> A dam failure is considered to be a remote possibility, and <br /> an event that would only temporarily affect the project <br /> site. Sufficient time will be available to warn local <br /> residents , should such a calamity occur. <br /> STATEMENT OF OVERRIDING CONSIDERATIONS <br /> The project will result in unavoidable environmental changes , some of <br /> which may be detrimental to San Joaquin County residents and their <br /> environment. These detrimental changes, however, are outweighed by: <br /> 1 . Economic benefits of the project to San Joaquin County, <br /> including housing and employment opportunities . <br /> 2 . Environmental, economic and safety considerations in planning <br /> for urban development in the vicinity of Sharpe Army Depot. <br /> 3 . Any adverse effects of the project such as noise and traffic <br /> congestion are acceptable adverse effects . <br /> ER-87-1 <br />
