These detrimental changes , however , are <br /> outweighed by : <br /> 1 . Economic benefits of the project to San Joaquin County, <br /> including housing and employment opportunities . <br /> 2 . Environmental , economic and safety considerations in <br /> ' planning for urban development in the vicinity of Sharpe <br /> Army Depot. <br /> 3 .
