When site B is excavated,in addition to the above described testing, analyses will
also include lead using EPA 7421 or ICP-AES 6010 for soil (using de-ionized water),
and EPA 7420 for water.
ENVIRONMENTAL MONITORING PLAN
SOIL AND GROUNDWATER REMEDIATION PROPOSAL
A Drager tube analyzer,or other suitable device, will be used to monitor for
petroleum hydrocarbons during excavation. All soils suspected of being
contaminated will be placed on plastic to prevent contamination to clean soil, and
covered by plastic to prevent entrainment of hydrocarbon vapors into the air.
Plastic shalf be placed to assure that there is no head-space where vapors may
accumulate. If the sample analyses for the soil pile indicates VOC contamination,
the sails will be r mediated on site according to San Joaquin Valley Unified Air
Pollution Control District Rule 4651_
All water removed from the excavation will be temporarily stored in tanks and
disposed of properly. If sample analyses for the water indicate hydrocarbon
contamination, and the water is determined to be hazardous waste,it will be sent for
treatment,within 90 days,to either the Tracy Municipal Sewer District,or to a State
registered hazardous waste disposal facility.
If soil or groundwater contamination is found during this investigation. Holly Sugar
will submit a plan to further define the extent of contamination to the San Joaquin
County Department of Health Services:
ISE PERSONNEL
Matt Fenske, environmental engineer with Holly Sugar, will be the project manager,
with responsibilities for the fallowing.
Generating,organizing,and compiling the Site Safety And Health Plan(SSHP);
Assuring that adequate training and safety briefings for the project are provided
to the project team.
Providing a copy of this SSHP to each.member of the project field team and one
copy to the subcontractor prior to field activities, and one copy to the
representative of San Joaquin County Environmental Health district.
Ensuring that all data acquisition is performed in accordance with the work plan
and SSHP, and that deviations from the plan are based upon field conditions
encountered and are well documented in the field notes.
Assuring that the SSHP is followed.
