wr <br /> 3L HEALTH <br /> Harding Lawson Associates <br /> PH 2 23 <br /> April 5, 1994 <br /> 27690 1 <br /> Mr Harlin Knoll <br /> San Joaquin County <br /> Public Health Services - Environmental Health Division <br /> Post Office Box 2009 <br /> Stockton, California 95201 <br /> Closure Assessment Work Plan <br /> Two Former Underground Storage Tank Sites <br /> and a 10,000 gallon Fuel Oil Bunker <br /> Holly Sugar Factory <br /> Tracy, California <br /> Dear Mr Knoll <br /> Harding Lawson Associates (HLA) is pleased to present to San Joaquin County Public Health Services - <br /> Environmental Health Services (SJCEHD) this work plan on behalf of Holly Sugar Corporation (HSC) <br /> for closure assessment of two former underground storage tanks (USTs) and a 10,000-gallon fuel oil <br /> bunker at the HSC facility In Tracy California (Plate 1) This work plan has been prepared at the <br /> request of Mr Matthew Fenske of HSC and in accordance with the scope of work described in HLA's <br /> proposal dated November 12, 1993 HSC is currently attempting to obtain closure on two USTs sites <br /> and the bunker oil site To obtain closure, the San Joaquin County Environmental Health Department <br /> (SJCEHD) is requesting an evaluation of the groundwater at the UST sites, and an assessment of the <br /> soil and/or groundwater at the bunker oil storage site <br /> BACKGROUND <br /> Two USTs were formerly located at the HSC facility Both USTs were removed under permit from the <br /> SJCEHD in 1985 (Plate 1) One of the USTs was a 1,000 gallon unleaded tank (Site A) and located <br /> near the Factory Repair Shop The second was a 1,000 gallon leaded UST (Site B) located on the <br /> north side of the molasses tanks (Plate 1) Soil samples collected from each end of the USTs at the <br /> time of removal contained the following concentrations of petroleum hydrocarbons <br /> Unleaded Tank <br /> UNLEADED TANK (Site A) WEST END EAST END <br /> TPH 51 ppm 205 ppm <br /> Benzene 354 ppb X33 0 ppb <br /> Toluene 627 ppb 925 ppb <br /> Xylene 1880 ppb 925 ppb <br /> Engineering and 3247 Ramos Circle Sacramento CA 95827 9161364-0793 FAX 91 E3/364-5633 <br /> Environmental Services ASvbvdrarynf HardingAsrnceare� officerlVannna:de <br />
