Harding Lawson Associates <br /> April 5, 1994 <br /> 276901 <br /> San Joaquin County <br /> Mr Harlin Knoll <br /> Page 2 <br /> LEADED TANK (Site B) <br /> TPH 836 ppm 372 ppm <br /> Benzene 460 ppb ¢100 ppb <br /> Toluene 7430 ppb <150 ppb <br /> Xylene 46500 ppb 4030 ppb <br /> Tetraethyl Lead 300 ppm 1368 ppm <br /> The SJCEHD, acting as lead agency, requested HSC to over-excavate the tank sites to determine the <br /> condition of the soil and groundwater at each site Currently, Site A has been over-excavated to the <br /> groundwater table (approximately 11 feet below the ground surface (BGS) Contaminated soils were <br /> present to the groundwater table and contained up to 1,200 milligrams per kilogram (mg/kg) of TPH-G, <br /> and benzene, toluene, ethylbenzene, and xylenes (BTEX) at 26 mg/kg, 110 mg/kg, 34 mg/kg, and 160 <br /> mg/kg, respectively A sample of the groundwater collected from the Site A tank pit contained <br /> concentrations of TPH-G at 56 milligrams per liter (mg/1) and BTEX at 24,000 micrograms per liter <br /> . (ug/1), 19,000 ug/l, 2,400 ug/1, and 10,200 ug/l, respectively Soils from the excavation at Site A have <br /> been stockpiled and are currently being aerated Currently, no over-excavation work has been <br /> conducted at Site B <br /> The concrete oil storage bunker is located near the west side of the molasses tank and is bounded by <br /> railroad tracks to the west and the molasses storage tanks to the east (Plate 1) The 10,000 gallon <br /> concrete bunker was used to store No 6 fuel oil The top of the bunker has been removed and the <br /> inside has been steam cleaned Currently, the SJCEHD is requesting closure of the hunker The <br /> SJCEHD is requiring a closure plan be prepared by a Califorrua registered geologist and submitted for <br /> approval SJCEHD has requested testing of groundwater beneath and soils, in the vicinity, of the <br /> bunker <br /> SCOPE OF WORK <br /> HLAs proposed field investigation will evaluate the potential groundwater plumes and collect the <br /> confirmation samples at the concrete bunker as required by the SJCEHD The goal of the protect is to <br /> provide the necessary information for closure of the sites During all field work, procedures outlined <br /> in HI.A's site-specific Health and Safety Plan will be followed The Health and Safety Plan is intended <br /> to identify and mitigate the hazard exposure encountered by onsite personnel The plan will include <br /> provisions for site access control, worker training and medical monitoring requirements, worker <br /> personal protection, onsite and offsite monitoring, personnel decontamination, and contingency <br /> planning All personnel conducting activities at the site will be properly trained in their specific <br /> assigned work functions They will be familiar with the operation of equipment required for assigned <br /> tasks and will be capable of mitigating physical hazards associated with the operation of the <br /> equipment <br /> r� <br />
