Still 2/22 or 2/29?
From: Alaniz, John [mailto:jalanizl@sjgov.org]
Sent: Wednesday, February 19, 2020 2:29 PM
To: Lon Kitagawa
Cc: Backus, Garrett
Subject: RE: COMMENTS - 1-22-2020 INSPECTION
Hi Lon,
-Regarding the waste analysis plan:
1) Treatment Description: reduction of chromium needs to be done with ferrous sulfide (also called iron (II)
sulfide). That chemical name needs to be listed within the treatment description. Also, what is the pH of the
water after the treatment? It also needs to be tested with the metals to show that the treatment is working.
2) Test Methods: method 200.7 is OK for wastewater with <0.5%solids. If the sample has>=0.5%solids then
they need to follow Title 22 CCR 66261.24(a)(2)(A) and Appendix II which requires an extraction of the filtered
out solids. This needs to be addressed in the test methods.
3) Please provide a copy of the sample results for the two alodizing rinse waters and the water scrubber unit.
-Regarding the compaction:
We have contacted DTSC regulatory assistance office for input on the matter(1-800-728-6942). As of now,the violation
still stands.
-Regarding the dye:
We are going to be amending the report. The violation is going to be moved under making a complete hazardous waste
determination. More information is needed-do you know the dilution factor of the rinsing?
Thank You,
John Alaniz
REHS
San Joaquin County
Environmental Health Department
1868 E Hazelton Avenue
Stockton, California 95205
Phone: (209)468-3147
