Ms. Margaret Lagorio,SJCEHD
February 2,2005
Interim Remedial Action Plan
Joe's Truck Plaza, Lathrop,California
Page 5
Task 5— Operation and Maintenance
After system start-up and optimization, a Stratus technician will visit the site twice each
month to monitor system operation and to perform maintenance on the GETS. Data
collection will include measurement of groundwater extraction and discharge rates, and
compliance groundwater samples may be collected for laboratory analysis. The
frequency of the site visits and laboratory analysis may vary based on permit conditions,
but at a minimum will be performed on a quarterly basis.
Task 6— Reporting
A system start-up report, documenting the groundwater extraction rates, discharge rates,
and mass removal estimates, will be prepared and submitted to the discharge permitting
agency. After the initial system start-up report, data collected during operation and
maintenance site visits will be presented in the quarterly monitoring reports.
SCHEDULE
Stratus has initiated discharge permit procedures with the City of Lathrop; we anticipate
that a discharge permit can be obtained in approximately 45 days. If an NPDES permit is
required, we anticipate it could take approximately three months to secure. Upon
approval of this IRAP by SJCEHD, Stratus will prepare and submit the plans and
specifications for the proposed GETS. We anticipate these plans can be submitted for
building permit approval within 30 days of IRAP approval. It should take approximately
30 days following building permit approval to obtain construction bids and retain a
licensed contractor, and an additional 30 days to procure the equipment and install the
system.
K:Uoe's Truck.Plaza\Work PlansUoes IRAP 020205.doc
