IMA01 <br /> Mim EN-01 <br /> s <br /> "Y <br /> FINAL REMEDIAL PLAN <br /> HARNEY ZANE SANITARY LANDFILL <br /> UNDERGROUND FUZZ WANK REMOVAL <br /> Introduction <br /> The Harney Lane Sanitary Landfill is located at 14750 E. Harney <br /> Lane, Lodi, California. (Figure 1) . 3t is operated by the County of <br /> San Joaquin as a Class IIS: landfill in accordance with Solid Waste <br /> [ Facility permit Number 39-AA-003 issued by the San Joaquin Local <br /> Health District and Discharge Requirement Order Number 87-088, <br /> issued by the State of California Regional Water Quality Control <br /> Board, Central Valley Region. These.documents establish operating <br /> standards for the entire landfill which consists of one 97-acre <br /> parcel (primary site) and a 15-acre parcel (secondary site) . In <br /> addition, the County owns 15 acres just north of the secondary site <br /> which is used for a migrant farm labor camp (Figure 2) . Of the <br /> total 127 acres at the site, approximately 11.2 acres are utilized <br /> for landfill operations, <br /> t <br /> Backaround <br /> San Joaquin County Public Works Department removed an underground <br /> storage tank at the Harney Lane Sanitary Landfill on October 16, <br /> 1989 Sci.l tests taken at the time of removal revealed diesel fuel: f <br /> contamination at the tank removal site. <br /> �- <br /> Soil tests were taken in the undisturbed soil at each end of <br /> the tank. Test results showed a diesel #2 concentration of 80 mg/kq <br /> at the .north end and 1100 mg/kg at the -south end of the tank <br /> removal site (Exhibit #1} . <br /> The ..San Joaquin County Public Health Services Department cited <br /> the site for diesel fuel soil contamination (Exhibit #2) . They also <br /> requested further assessment of the extent of contamination and`a. <br /> r plan for correction. A correction plan (Appendix A) was submitted <br /> on June 27, 1990 to the Department of Public Health Services. <br /> Remedial Operations <br /> Public Works performed further excavation on November. 19, 1990, <br /> under the-supervision of Mr. Harlan Knoll, the representative from <br /> the Environmental:Health Division of the Public Health Services <br /> ' '° Department.
