T.
_
V 04
F ,r
r 3. The dimensions of the excavated pit were approximately 12 feet
' by 12 feet by 10 feet deep. Approximately 35 yards of soil were
excavated.
Four in-situ soil samples were tai:en by FGL Labs fallowing
excavation to determine further extent of contamination. Figure 4
shows the four sample locations. Test results dated December 12,
1990 showed no further contamination (Exhibit #3) . All four sample
values were recorded at non-detectable limits. Upon receipt of
these results, Mr. Knoll approved Public Works to fill in the
excavated pit with clean soil.
The excavated material was then spread to a thickness of
approximately 8" on an impervious plastic layer located near the
tank removal site (Figure 5) . The soil was turned periodically for
r #
approximately three weeks before being tested. The soil was then
I sampli;d on January 11, 1991 by FGL Labs. Two composite samples were
taken. 'fest results dated January 22, 1991 showed a diesel #2'
concentration of 6.1 mg/kg in one sample, and 1.6 mg/kg in the
( second sample (Exhibit #4) .
The Department of Public Health Services mandated that the soil be
removed and disposed of at a properly permitted site. The
Department of Public Works subsequently submitted a,i application
for disposal (Exhibit #5) of the diesel ::contaminated soil at
5f Forward Inc. , a properly permitted disposal site. Forward required
L a more comprehensive test of the contaminated soil before it could
be accepted at its disposal"site.
' -•is
Sampling for the test required by .Forward was conducted by FGL .
Labs on February.28, 1991. Two composite samples were taken Test
r results dated. March 'll and March 19, 1991 (Exhibit #6) showed that.
tz, FA
both 'samples taken exhibited non-detectable levels for all tested
EE contaminants including diesel #2.
It should' be noted that all remedial operations.. including
excavation and sampling were attended by a representative from the .
Environmental ,Health Division of the San Joaquin County Department
of . Public Health Services. It should also be noted that the
v sampling technique as well as all sample locations .were approved .
b the Department of Public HealthServices
Y: representative.p
i f
Recommendation. ;
The Department of Public Works has requested that the Department
e of Public Health Services allow Public Works to use the soil for
road maintenance at its Harney Lane Landfill.
 x
EN,NO 01116111111 ME
j
