San Joaquin Motor Pool Facility May 11, 1999 <br /> Site Assessment Report <br /> . • Disposal of Solid/Liquid Waste, <br />' • Laboratory Analyses of Soil and Groundwater Samples, and <br /> 0 Data Evaluation and Report Preparation <br /> 6.0 TECHNICAL APPROACH <br /> For purposes of identification, the above referenced project was separated into four (4) areas of <br /> concern Area 1 represents Tank No 3, a gasoline underground storage tank (UST) removed in <br /> 1995 Area 2 represents the replacement of UST's No 1 and No 2 that occurred in November <br /> 1998 Area 3 represents UST's No 6 and No 7, which were removed prior to 1979, and existing <br /> UST No 8 (1,000 gallon) Area 4 represents existing UST No 4 (1,000 gallon waste oil) A <br /> Site Plan showing the above areas is presented to Figure 2 <br /> Prior to drilling and UST removal/abandonment activities, a Health and Safety Plan was <br />' prepared (Appendix A) and San Joaquin County Public Health Services and Underground <br /> Service Alert (USA) were notified and a well/pump permit was obtained from the San Joaquin <br /> County Public Health Services, Environmental Health Division A copy of the permit is <br /> presented in Appendix B <br /> The work described was conducted by a TEM geologist, trained and supervised by a California <br />' Registered Geologist <br /> 7.0 UST REMOVAL ACTIVITIES <br /> 7.1 UST Removal <br />' On March 16, 1999, following the break up and removal of the concrete slab (Area 4), a backhoe <br /> was used to remove soil to expose waste oil UST No 4 The excavated soil was covered with <br /> plastic and stockpiled on-SITE <br /> The interiors of both UST No 4 and No 8 were then pressure washed and triple rinsed The <br /> rinsate was removed from the tanks and transported from the SITE by vacuum truck When the <br /> lower explosive limit (LEL) inside each of the UST's was measured at zero, as registered on a <br /> explosimeter, the UST's were certified as clean by Letitia Briggs with the SJCPHS and <br /> permission was granted to remove UST No 4 <br /> During the removal of UST No 4, the UST appeared to be in poor condition, but there was no <br /> visible evidence of leakage <br /> 1 <br /> Approximately 50 pounds of dry ice was crushed and inserted inside UST No 4 The UST was <br /> pp Y <br /> then loaded onto flat-bed trailer, strapped down and transported to West Coast Equipment in <br /> Turlock, California for disposal Pressure washing, rinsate transportation and disposal were <br /> provided by Nor Cal Oil, Inc of Denair, California Copies of the rinsate manifest and UST <br /> disposal documentation are presented in Appendix C <br /> 1 <br /> 3 <br />
