Regional Board staff have reviewed them <br /> and present the following comments which have the concurrence of Mr. Tom Dahl of the United <br /> States Environmental Protection Agency and.Mr. Jose Salcedo of the California Department of Toxic <br /> Substances Control: <br /> 1. The proposal for removal of the soils contaminated by DBCP and EDB is acceptable and <br /> Oxychem may proceed. <br /> 2. The ground water monitor wells scheduled for abandonment are depicted in the well logs of <br /> being gravel packed from the ground surface to the total depth of the well. If this is actually <br /> the case, then the proposal for filling the wells with cement grout using a tremie pipe is not <br /> sufficient. The well will need to be perforated along the entire Iength and the abandoned by <br /> pressure grouting. The grouting of the well should be perforated so as to completely fill the <br /> casing and the gravel pack. The work plan should be modified to provide the details of <br /> abandonment in this manner. We understand that it is desired to abandon the wells in a <br /> timely manner so as to allow development of the property near well cluster PW-17.
