FACILITY, RIPON, SAN JOAQUIN COUNTY <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the 11 August 2010 letter transmitting laboratory chemical analyses results on <br /> water samples collected from Mr. Ken Burton's private domestic supply well at <br /> 1051 Robert Avenue, Ripon, California. The letter was prepared by Environmental Cost <br /> Management, Inc., (ECM), on behalf of Nestle USA, Inc. (Nestle) for the former Nestle coffee <br /> decaffeination facility project located at 230 Industrial Avenue, Ripon, California. The <br /> purpose of ECM's letter was to notify Mr. Burton that his well has been contaminated by <br /> trichloroethene (TCE) and cis-1,2-dichloroethene (cis-1,2-DCE). Decaffeination facility <br /> operation between 1957 and 1970 contaminated groundwater beneath Ripon with TCE and <br /> its breakdown products, including cis-1,2-DCE. <br /> On 10 August 2010, Mr. Binayak Acharya of ECM notified me by telephone that laboratory <br /> chemical analysis of a water sample that was collected in July from Mr. Burton's well <br /> detected the contaminants and that a confirmation sample had been collected and submitted <br /> for analysis. He went on to say that Nestle had recently discovered the well, and that July <br /> was the first time the well had been sampled. <br /> On 11 August, Mr. Acharya again telephoned to notify me that analysis of the confirmation <br /> sample had also detected the contaminants.
