Mr. Mike Desso - 2 - . 18 August 2010f
Nestle USA Inc.
Contingency Plan (Replacement Plan), dated 15 May 2007. The Replacement Plan defines
three categories for domestic water supply wells that have been confirmed to contain
contaminants that are a result of TCE releases at the former Nestle coffee decaffeination
facility:
• Potentially Threatened Well
• Threatened Well
• Impacted Well
The following table lists the concentration of TCE that determines the category in which any
private potable well is to be placed:
May 2007 Water Replacement Contingency Plan Trigger Concentrations
(micrograms per liter)
Potentially Threatened Well Threatened Well Impacted Well
0.1 1.7 5
The domestic well at 1051 Robert Avenue is categorized as a Potentially Threatened Well.
Upon confirmation that a domestic well is Potentially Threatened, the Replacement Plan
requires Nestle to notify the well owner and the Central Valley Water Board of the laboratory
analyses results within 24 hours and begin monitoring the well on a monthly basis. The
Replacement Plan requires Nestle to continue monitoring at this frequency until
concentrations of contaminants, in this case TCE and cis-1,2-DCE, are less than
0.1 micrograms per liter.
ECM recently identified the well at 1051 Robert Avenue and another at 802 Vera Avenue by
comparing addresses of Ripon residences with addresses that the City of Ripon mails water
utility bills to for municipal water supply system service. By 31 August 2010 Nestle shall
submit a letter to the Central Valley Water Board documenting the sensitive receptor surveys
performed in the 1980s and 1990s, including actions taken to locate water supply wells
potentially contaminated by TCE and its breakdown products. If applicable, the letter must
include additional actions Nestle intends to take to assess whether other unidentified wells or
sensitive receptors are present.
If you have any questions, please contact me at (916) 464-4675, or by email at
jbrownell@waterboards.ca.gov.
James R. Brownell, P.G.
Associate Engineering Geologist
cc: Mr. Ken Burton, 1051 Robert Avenue, Ripon, CA 95366
Distribution List
