FACILITY, <br /> RIPON, SAN JOAQUIN COUNTY <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the 19 June 2009 Monitoring Well Installation Work Plan for Industrial and Stockton <br /> Avenue Extraction and Treatment Systems (Well Work Plan) and the 2 November 2009 <br /> addendum letter, both prepared by Environmental Cost Management, Inc., (ECM), on behalf <br /> of Nestle USA, Inc. (Nestl(§). Also, staff has reviewed the 11 June 2009 Industrial Avenue <br /> (TRAP) Groundwater Extraction System— Proposed Changes in Remediation System <br /> Operation (System Work Plan) prepared by ECM. <br /> Nestle currently operates groundwater extraction and treatment systems on the former <br /> decaffeination facility property at 230 Industrial Avenue and on the property adjacent to a <br /> former sewer line leak at 519 South Stockton Avenue. The systems treat groundwater <br /> contaminated with trichloroethylene and other constituents of concern. Central Valley Water <br /> Board staff provided comments on both systems in a 15 September 2008 review letter. That <br /> letter required additional groundwater monitoring wells to assess the effectiveness of the <br /> systems. ECM responded to the requirements in a letter dated 15 October 2008 stating that <br /> they would be addressed in the Feasibility Study Report (FS) subsequently submitted on <br /> 30 January 2009. However, the FS did not address the monitoring well requirements. Central <br /> Valley Water Board staff commented on the FS in a 7 May 2009 review letter. Items 5 and 12 <br /> of that letter reiterated the need for monitoring wells. <br /> On 22 October 2009, staff from Central Valley Water Board, ECM, and AMEC Geomatrix, Inc. <br /> (AMEC), also working on behalf of Nestle, discussed the both work plans. Following the call, <br /> ECM submitted a letter addendum to the Well Work Plan dated 2 November 2009 proposing <br /> alternate well locations for the Industrial Avenue and Stockton Avenue sites. <br /> Industrial Avenue Site Monitoring Wells <br /> The Well Work Plan proposes the installation of two monitoring wells on the former Nestle <br /> facility located at 230 Industrial Avenue. The stated purpose of the wells is to evaluate the <br /> extent of influence of the groundwater extraction system. Nestle has predicted the current <br /> extent of the capture zone utilizing groundwater surface elevation measurements in existing <br /> monitoring wells and groundwater flow modeling.
