FACILITY, RIPON, SAN
JOAQUIN COUNTY
California Regional Water Quality Control Board, Central Valley Region (Regional Water
Board) staff has reviewed the Final Lower Aquifer Zone Investigation and Additional Well
Installation Work Plan, Former Nestle USA Inc., Facility (Final Work Plan), dated November
3, 2006, and received 7 November 2006. The Final Work Plan was prepared by
Environmental Cost Management, Inc., (ECM), on behalf of Nestle USA, Inc. (Nestl(§) for the
former facility located at 230 Industrial Avenue, Ripon, California. ECM had submitted a
Draft Work Plan, dated September 15, 2006. The Final Work Plan adequately addresses
the Draft Work Plan comments provided by Regional Water Board staff in a letter dated 3
October 2006.
Nestle prepared the Draft and Final Work Plans to comply with Required Actions No. 6, 9,
and 10 of Cleanup and Abatement Order No. R5-2006-0720, issued by the Regional Water
Board on 24 July 2006. Required Action No. 6 directs Nestle to investigate the recent
increasing concentrations of trichloroethylene (TCE) and cis-1,2-dichloroethylene (cis-1,2-
DCE) concentrations in Lower Aquifer monitoring wells by delineating the full extent of these
contaminants in the Lower Aquifer. Required Action No. 9 directs Nestle to complete
installation of a monitoring well cluster west of monitoring well cluster M-32 which would
include one well screened in the Upper Aquifer, one in the Intermediate Aquifer, and one in
the Lower Aquifer. Required Action No. 10 directs Nestle to complete installation of guard
monitoring wells between the former facility and City of Ripon water supply wells MW-13 and
MW-14.
Regional Water Board staff concludes that the revisions to the Draft Work Plan, incorporated
into the Final Work Plan, are in compliance with the CAO Required Actions identified above.
Nestle should proceed with implementation of the Final Work Plan as soon as possible.
Califoriiia Environmental Protection Agency
0 Recycled Paper
