FACILITY, RIPON, SAN <br /> JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Water <br /> Board) staff has reviewed the Final Lower Aquifer Zone Investigation and Additional Well <br /> Installation Work Plan, Former Nestle USA Inc., Facility (Final Work Plan), dated November <br /> 3, 2006, and received 7 November 2006. The Final Work Plan was prepared by <br /> Environmental Cost Management, Inc., (ECM), on behalf of Nestle USA, Inc. (Nestl(§) for the <br /> former facility located at 230 Industrial Avenue, Ripon, California. ECM had submitted a <br /> Draft Work Plan, dated September 15, 2006. The Final Work Plan adequately addresses <br /> the Draft Work Plan comments provided by Regional Water Board staff in a letter dated 3 <br /> October 2006. <br /> Nestle prepared the Draft and Final Work Plans to comply with Required Actions No. 6, 9, <br /> and 10 of Cleanup and Abatement Order No. R5-2006-0720, issued by the Regional Water <br /> Board on 24 July 2006. Required Action No. 6 directs Nestle to investigate the recent <br /> increasing concentrations of trichloroethylene (TCE) and cis-1,2-dichloroethylene (cis-1,2- <br /> DCE) concentrations in Lower Aquifer monitoring wells by delineating the full extent of these <br /> contaminants in the Lower Aquifer. Required Action No. 9 directs Nestle to complete <br /> installation of a monitoring well cluster west of monitoring well cluster M-32 which would <br /> include one well screened in the Upper Aquifer, one in the Intermediate Aquifer, and one in <br /> the Lower Aquifer. Required Action No. 10 directs Nestle to complete installation of guard <br /> monitoring wells between the former facility and City of Ripon water supply wells MW-13 and <br /> MW-14. <br /> Regional Water Board staff concludes that the revisions to the Draft Work Plan, incorporated <br /> into the Final Work Plan, are in compliance with the CAO Required Actions identified above. <br /> Nestle should proceed with implementation of the Final Work Plan as soon as possible. <br /> Califoriiia Environmental Protection Agency <br /> 0 Recycled Paper <br />
