PUBLIC HEALTH SERVIC*S
SAN JOAQUIN COUNTY _ ?`
a al
ENVIRONMENTAL HEALTH DIVISION P. ?Li
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202 `i 6
209/468-3420
WILLIAM & TERRY GODINEZ APR 0 5 2001
233 PARALLEL AVENUE
RIPON CA 95366
RE: Abandoned well at 233 Parallel Avenue, Ripon
Please find enclosed a "Notice To Abate" from San Joaquin County Public Health
Services, Environmental Health Division (PHS/EHD) for the abandon well located on
your property. As the property owner you are responsible for the proper destruction of
this abandoned well.
PHS/EHD has discussed destruction of this well with IT Corporation, the consultant for
Nestle Food, since the well water has been impacted by the contamination emanating
from the Nestle site. It is our understanding that Nestle has agreed to arrange for
destruction of the well since the contamination from their site has made the well no
longer useful.
The construction of the well is unknown. The space between the borehole wall and the
well casing is not confirmed to be sealed. If this space is not sealed it can be a conduit
for the spread of contaminants. Therefore, perforation of the well casing so this space
can be filled with grout is required. Perforation can be accomplished by explosive
charges with projectiles that penetrate and blast holes through the casing or by use of
drilling equipment that pierces and rips holes in the casing. Once the casing is
perforated, the well is filled with grout.
IT Corporation on behalf of Nestle has proposed pressure grouting the well without
perforation and this is not acceptable to PHS/EHD.
You must comply with the enclosed "Notice to Abate" that requires perforation of the well
casing and destruction of the well under permit and inspection of PHS/EHD by May 16,
2001.
If you have any questions contact me at (209)468-3449.
Donna Heran, REHS, Director
Environmmenntnall Healthh Division
— U U
Margaret Lagorio, Supervising REHS
Site Mitigation Unit
Enc.
c: IT Corporation
A Division of San Joaquin County Health Care Services
