CLEANUP AND ABATEMENT ORDER NO. 93-712 -6- <br /> NESTLE BEVERAGE COMPANY <br /> SAN JOAQUIN COUNTY <br /> Water Code, as soon as possible but not later than the dates specified below. Actions include <br /> but are not limited to: <br /> I. Ground Water Cleanup <br /> A. Cleanup and abate ground water pollutants to concentrations which are the lowest <br /> technically and economically achievable using best practicable treatment or control <br /> and which are equal to or less than the following leveis, at and down gradient of the <br /> source areas in all of the affected water bearing zones within the aquifer: <br /> Pollutant Cleanup Level Units <br /> 1,1-DCA 5 µg/1 <br /> 1,2-DCA 0.4 µg/l <br /> cis- 1,2-DCE 6 µg/I <br /> trans- 1,2-DCE 10 µg/1 <br /> TCE 3 g g/I <br /> vinyl chloride 0.015 µg/1 <br /> B. In the event that the cleanup ceases to significantly reduce the concentrations of <br /> pollutants over a period of time, the Discharger shall provide an evaluation, <br /> including the technical and economic feasibility, of the effectiveness of the current <br /> and any other remedial actions that may be used to achieve compliance with this <br /> Order. <br /> C. In the event that the discharger can demonstrate to the satisfaction of the Board that <br /> the cleanup levels are not technologically or economically achievable, the Board <br /> may consider other proposals which will protect beneficial uses. <br /> II. Unsaturated Zone Cleanup <br /> A. The Discharger shall cleanup and abate the unsaturated zone in on- and off-site <br /> areas. The cleanup shall continue until such time as the concentrations of pollutants <br /> no longer threaten water quality or until the health risk assessment cleanup levels, <br /> whichever is less, is achieved. <br />
