In the event that the cleanup ceases to significantly reduce the concentrations of <br /> pollutants over a period of time, the Discharger shall provide an evaluation of the <br /> effectiveness of the current or any other remedial actions used to achieve compliance <br /> with this Order. <br /> C. The Discharger may provide a demonstration that continued cleanup beyond the soil <br /> cleanup levels established through water quality and health risk assessments would <br /> be technologically or economically infeasible. <br /> III. Schedule <br /> A. Interim Remedial Actions <br /> 1. By 1 February 1994, submit a status report on the on- and off-site VES. The report <br /> must summarize all activities conducted to date, must provide estimates of TCE removed <br /> from the unsaturated zone and must make recommendations for optimization and/or <br /> improvements to the technology of the system based on the existing data. <br /> 2. Within 90 days of the Board's review and comment of the VES status report, begin <br /> implementation of the approved recommendations for optimization of the systems. <br /> 3. By 1 April 1994, submit a Work Plan and time schedule for pilot and treatability studies <br /> using conventional or innovative technologies for the cleanup of the unsaturated zone <br /> and/or ground water. <br /> B. Final Remedial Investigation/Feasibility Study (RI/FS) and <br /> Remedial Design/Remedial Action (RD/RA) <br /> 1. Prepare and submit a Quality Assurance Project Plan (QAPP). This document will be <br /> part of the Sampling and Analysis Plan (SAP), which also includes the Data Management <br /> Plan which establishes a standard format and approach for the development, acquisition <br /> and documentation of data. All these plans were submitted on 18 November 1992. <br /> Pending Board review, this document will be revised, if necessary. <br /> 2. Prepare and submit a Health and Safety Plan (H&SP). The H&SP shall be prepared to <br /> support the field effort and shall document those procedures to be taken for the protection <br /> of the general public and protection of workers in compliance with the Occupational <br /> Safety and Health Act (OSHA). The Site Specific Health and Safety Plan was submitted <br /> on 18 November 1992. Pending Board review, this document will be revised, if <br /> necessary. <br />
