FACILITY, RIPON, SAN JOAQUIN COUNTY <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the 16 August 2010 System Performance Assessment and Proposed Operational <br /> Changes letter report (Proposal) and the monthly 2011 groundwater treatment system <br /> performance reports, prepared by Environmental Cost Management, Inc., on behalf of Nestle <br /> USA, Inc. (Nestle). The treatment system is located at the former Nestle coffee decaffeination <br /> facility at 230 Industrial Avenue, Ripon, California. <br /> The Proposal recommends a 60-day groundwater treatment system test to assess the <br /> possibility of extracting additional volatile organic compound (VOC) mass dissolved in <br /> groundwater within the stagnation zone between shallow extraction wells EU-3 and EU-4. <br /> Central Valley Water Board staff would not approve the August 2010 Proposal until results of <br /> the work proposed in the 6 June 2010 M-10A Investigation Work Plan and the 2011 <br /> groundwater treatment system performance reports were available. <br /> Central Valley Water Board staff has determined that it is now appropriate for Nestle to <br /> proceed with the 60-day groundwater treatment system test.
