MONITORING AND REPORTING PROGRAM NO. R5-2014-0815 - 5 - <br /> NESTLE USA, INC. - RIPON <br /> SAN JOAQUIN COUNTY <br /> 3. Table 2 of this MRP specifies the required water sampling and analyses for the <br /> treatment systems installed on private drinking water supply wells by the Discharger. <br /> The table includes the required sampling frequencies and constituents to be <br /> quantified by a chemical analysis laboratory certified by the State of California. <br /> Discharger shall collect samples of the influent, the effluent, and the midpoint from <br /> each treatment system. Samples from all three points shall be collected at the <br /> frequencies specified in Table 2 and at approximately the same time. The <br /> Discharger shall maintain the treatment systems so that VOCs are removed before <br /> discharge. With proper operation and maintenance of the treatment systems, all <br /> VOCs shall be removed from extracted groundwater prior to discharge. <br /> For private drinking water supply well treatment systems, VOCs shall not be <br /> detected in effluent samples at concentrations equal to or greater than 0.1 pg/L. <br /> Any detection of VOCs in effluent samples shall be reported to the Regional Water <br /> Board within 24 hours. In the event effluent sample results indicate VOCs at or <br /> above a MCL in either midpoint or effluent samples, the Discharger shall make <br /> arrangements to replace or refresh the GAC within 5 days of receipt of the <br /> laboratory results. Discharger shall also replace or refresh GAC within 5 days of <br /> receipt of laboratory results showing trichloroethene or vinyl chloride equal to or <br /> greater than 0.1 pg/L in effluent samples. After the GAC has been replaced or <br /> refreshed, the Discharger shall immediately collect influent, effluent, and midpoint <br /> samples for expedited analysis (48 hours or less) to confirm the treatment system is <br /> effectively removing all VOCs. <br /> 4. The groundwater monitoring program for monitoring wells shall follow the sampling <br /> and analytical program presented in Table 3, titled: "Required Well Sampling <br /> Frequencies", and Table 4, titled: 'Required Well Analytical Program". Any new <br /> monitoring wells added to this MRP shall be sampled on a quarterly basis for VOCs. <br /> Any threatened private drinking water supply wells that are discovered after the date <br /> this MRP is issued and are not listed on Table 3 shall be sampled quarterly at a <br /> minimum. In addition, the Discharger shall comply with the sampling plan outlined in <br /> the latest version of the Water Replacement Contingency Plan. Sample collection <br /> and analysis shall follow standard EPA protocol. <br /> REPORTING <br /> 6. When reporting data, the Discharger shall arrange the information in tabular form so <br /> that the date, constituents, sample types (e.g., influent, effluent, midpoint, well type, <br /> etc.), and concentrations are readily discernible. The data shall be summarized in <br /> such a manner as to clearly illustrate compliance with this Order. <br /> 7. As required by the California Business and Professions Code sections 6735, 7835, <br /> and 7835.1, all reports shall be prepared by a registered professional or their <br /> subordinate and signed by the registered professional. <br />
