Nestle USA, Inc., Ripon, California March 26, 2014 <br /> 2013 Annual Report <br /> 1 INTRODUCTION <br /> On behalf of Nestle USA, Inc. (Nestle), Environmental Cost Management, Inc. (ECM) <br /> prepared this 2013 Annual Report to summarize the results of groundwater monitoring and <br /> remedial activities related to the former Nestle facility, located at 230 Industrial Avenue (the <br /> "Site") in Ripon, California (Figure 1). The term "Study Area" refers to a wider area of <br /> investigation in the larger Ripon vicinity (Figure 2). For a summary of the facility history, <br /> hydrogeology of the Study Area, release information, historical investigations, and remedial <br /> actions undertaken, refer to Appendix A. <br /> Nestle implemented a groundwater monitoring program in early 1987 to monitor <br /> concentrations of selected volatile organic compounds (VOCs), primarily trichloroethene <br /> (TCE), and its associated daughter products, cis-1,2-dichloroethene (cis-1,2-DCE) and vinyl <br /> chloride (VC) ("constituents of concern," or COCs hereafter). ECM conducted the 2013 <br /> monitoring, sampling, and reporting activities in accordance with the following directives: <br /> • Cleanup and Abatement Order No. R5-2006-0720 (CAO), issued on July 24, 2006, <br /> by the California Regional Water Quality Control Board-Central Valley Region <br /> (RWQCB); and <br /> • Monitoring and Reporting Program (MRP) No. R5-2010-08101 <br /> . <br /> The purpose of the 2013 Annual Report is to: <br /> 1. Summarize and evaluate information obtained from the groundwater monitoring and <br /> other key activities in 2013; <br /> 2. Provide an update on the status of ongoing remediation activities; <br /> 3. Provide an overview of additional key activities performed in 2013; <br /> 4. Present conclusions and recommendations based on observations and findings of <br /> various activities in 2013; and <br /> 5. Provide information regarding future monitoring and remediation activity. <br /> 2 GROUNDWATER MONITORING <br /> The groundwater monitoring program includes gauging groundwater elevations and collecting <br /> and analyzing water samples for CDCs in accordance with the MRP. Monitoring wells installed <br /> after November 2009 are not listed in the current MRP, but are sampled on a quarterly basis. <br /> The following sections summarize the field and laboratory results for data collected during 2013, <br /> and present evaluations and trends developed from groundwater elevation and COC data. <br /> 2.1 WELL NETWORK FOR GROUNDWATER MONITORING <br /> Table 1 summarizes information (well owner, well type, aquifer, and sampling frequency) for <br /> wells currently included in the monitoring program (Figure 2).
