S . <br /> Site Mitigation Unit <br /> SUBJECT : HSA, 145 S SUTTER ST <br /> FORMER COUNTY GARAGE, 130 N HUNTER STi <br /> MCCORMICK & BAXTER, 1214 W WASHINGTON ST <br /> HSA - 145 S SUTTER ST <br /> Mr. Calistro has failed to fulfill his obligation of submitting a workplan to continue the necessary <br /> investigation. He and I spoke in August, 1994 at which time Mr. Calistro indicated his <br /> consultant, Weston, would be contacting me for details for the workplan preparation. I have <br /> reviewed the file since the last conversation, and nothing has been submitted nor has Mary Meays <br /> had any contact from the consultant. <br /> I have instructed Mary Meays to initiate our enforcement letters due to the lack of compliance. <br /> The first enforcement letter, in a series of letters, directs the responsible party (RP) to submit a <br /> workplan within 14 days from the date of the letter. Should Mr. Calistro fail to submit a <br /> workplan, the second letter directs the RP to attend an administrative hearing to explain his cause. <br /> Mr. Calistro had stated to me that during the 1993-94 budget year money had been set aside for <br /> the investigation. Mr. Calistro has had ample time to secure adequate funds for the duration of <br /> the investigation and cleanup of the site. <br /> FORMER COUNTY GARAGE - 130 N HUNTER ST <br /> A directive letter was mailed to Craig Ogata on November 30, 1994 establishing a deadline date <br /> of January 30, 1995 for the submittal of a workplan to investigate the contamination and to <br /> submit a closure plan for the removal of the 2 underground storage tanks. <br /> MCCORMICK & BAXTER - 1214 W WASHINGTON ST <br /> The signs have been very well maintained on all the designated locations. I have made periodic <br /> inspections since the installation in May, 1994 and have found the signs intact and properly <br /> mounted. The City of Stockton and the County of San Joaquin were jointly performing the <br /> maintenance of the signs and have been doing a thorough job. <br /> To date, the inquiries from the public has been minimal. <br />
