130 Hunter Street Page 1 of 2
Vicki McCartney [EH]
From: Dustyne Sutherland [djsutherland@treadwellrollo.com]
Sent: Wednesday, April 13 , 2005 4:24 PM
To: Vicki McCartney [EH]
Cc: David Dixon ; jay .coffey@ci. stocktongov. com
Subject: 130 Hunter Street
Vicki,
As we discussed today, I have prepared this email to address questions in your email attached below.
Treadwell & Rollo will provide a final letter report that documents items 1 through 4 in your email .
Marty Thorpe, a general contractor with State Hazardous Waste Certification, has been hired by the City
to provide as needed services to handle potentially contaminated soil and groundwater on-site. We
understand that they have already sampled the groundwater in tanks at the site, and will be sending us
the information. We currently understand that contaminated groundwater will be disposed of at an off-
site permitted treatment/recycling facility .
Treadwell & Rollo will sample the potentially hazardous soil that has been stockpiled at the site. The
current plan is to sample the soil according to a County approved protocol (I discrete sample per 100
cubic yards) to determine if the soil may be suitable for re-use at the site. As we discussed today, on
Monday April i 8th, I will meet you at the site at 10 : 00 am to collect soil samples in your presence. I will
call you Monday morning to confirm the time. David Dixon will be out of the office tomorrow and
Friday, so please contact me with questions or comments. On Monday the 18th I can be reached on my
cell phone at (510) 508-3436.
Regards,
Dustyne Sutherland
Senior Staff Scientist
Treadwell & Rollo Inc.
555 Montgomery St # 13 00
San Francisco, CA 94111
Phone : 415-394-8713 ext 283
djsutherland@treadwellrollo.com
From : Vicki McCartney [EH] [mailtovmccartney@sjcehd.com]
Sent: Tuesday, April 12, 2005 8 : 27 AM
To: David Dixon
Cc: Margaret Lagorio [EH]; jay.coffey@ci .stockton.ca.us
Subject: 130 Hunter Street
David ,
There is confusion concerning the role Treadwell and Rollo IT & R) has during the construction of the new parking
garage at 130 North Hunter Street in Stockton, California. Specifically, what is T & R's role in identifying and
disposing of contaminated soil and groundwater at this site? Is T & R going to prepare the final report that
documents:
1 . The location and amount of contaminated soil excavated during drilling of the caissons?
2. The final location and amount of contaminated soil if left on-site, or amount disposed off-site?
3. How it was determined which borehole-extracted water should be sampled and analyzed ; the amount of
contaminated groundwater extracted from specific caisson boreholes; and the concentrations of contaminants in
4/14/2005
