Disposal of the contaminated groundwater? <br /> San Joaquin County Environmental Health Department (EHD) received Site Specific Health and Safety Plan <br /> (HSP), dated April 6 , 2005, prepared by Van Brunt Associates. The HSP states many inaccuracies and <br /> inconsistencies, basing historical analytical data simply on recent soil and groundwater samples collected by T & <br /> R between November 2004 and February 2005 at this site. EHD has not received a report from T & R to confirm <br /> the recent analytical data that are included in the HSP. Nonetheless, the entire HSP is based on current <br /> groundwater and soil analytical results instead of historical data gathered at the above-mentioned site during the <br /> last ten years. The HSP states that T & R will be responsible for soil and groundwater characterization and <br /> disposal but it is unclear whether T &R will be overseeing Feld observations and testing of the groundwater and <br /> soil. EHD is concerned that experienced personnel are not present to handle the contaminated soil and <br /> groundwater known to be present in high concentrations at this site. <br /> Last week, Jay Coffey, Department of Housing and Redevelopment for the City of Stockton , informed Margaret <br /> Lagorio, Supervisor for the Local Oversight Program , that T & R will submit a report documenting the above <br /> items. Please respond and clarify T & R's involvement in the fieldwork and writing this report.
