Specifically, what is T & R's role in identifying and disposing of <br /> contaminated soil and groundwater at this site? Is T & R going to prepare the final report that documents: <br /> 1 . The location and amount of contaminated soil excavated during drilling of the caissons? <br /> 2. The final location and amount of contaminated soil if left on-site, or amount disposed off-site? <br /> 3. How it was determined which borehole-extracted water should be sampled and analyzed; the amount of <br /> contaminated groundwater extracted from specific caisson boreholes; and the concentrations of contaminants in the <br /> groundwater? <br /> 4. Disposal of the contaminated groundwater? <br /> San Joaquin County Environmental Health Department (EHD) received Site Specific Health and Safety Plan (HSP), dated <br /> April 6 , 2005, prepared by Van Brunt Associates. The HSP states many inaccuracies and inconsistencies, basing <br /> historical analytical data simply on recent soil and groundwater samples collected by T & R between November 2004 and <br /> February 2005 at this site. EHD has not received a report from T & R to confirm the recent analytical data that are <br /> included in the HSP. Nonetheless, the entire HSP is based on current groundwater and soil analytical results instead of <br /> historical data gathered at the above-mentioned site during the last ten years. The HSP states that T & R will be <br /> responsible for soil and groundwater characterization and disposal but it is unclear whether T &R will be overseeing field <br /> observations and testing of the groundwater and soil. EHD is concerned that experienced personnel are not present to <br /> handle the contaminated soil and groundwater known to be present in high concentrations at this site. <br /> Last week, Jay Coffey, Department of Housing and Redevelopment for the City of Stockton , informed Margaret Lagorio, <br /> Supervisor for the Local Oversight Program , that T & R will submit a report documenting the above items. Please respond <br /> and clarify T & R's involvement in the fieldwork and writing this report.
